
Propaganda plays a crucial role in implementing the Party's guidelines and the State's policies and laws. It aims to raise awareness, form and strengthen revolutionary beliefs and ideals among cadres, Party members, and the general public. Through this, it guides public opinion, combats erroneous views and actions, protects the ideological foundation, guidelines, and policies of the Party and the State, and contributes to socio-economic development.
Extensive propaganda
Ms. Hoang Minh Thao, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, informed: Besides issuing guiding documents, we always proactively stay close to the grassroots to ensure that propaganda work is implemented continuously and effectively; concretizing propaganda tasks according to each stage, each field, and each target group. Along with innovating content towards practicality, clarity, and accessibility, propaganda work is being strengthened through the application of digital technology , effectively exploiting social media platforms and grassroots communication systems. In particular, the method of propaganda is not limited to one-way transmission but also strengthens the reception of feedback and organizes dialogues. As a result, the quality of propaganda work has been significantly improved, helping people access policies and guidelines more quickly, fully, and accurately, contributing to social consensus.

Firstly, Party committees at all levels focused on directing and promoting oral propaganda, considering it one of the important channels for directly conveying the Party's guidelines and the State's policies and laws to cadres, Party members, and the people. Therefore, the team of speakers and propagandists from the provincial to the grassroots level was regularly strengthened; the quality of speaker conferences was gradually improved; and the provision of official information and guidance of public opinion on issues of concern was carried out promptly.
From the beginning of 2026 to the present, the team of reporters and propagandists at all levels has conducted over 10,000 sessions disseminating current affairs, policies, resolutions, and directives of the Party to over 350,000 listeners. The content focused on the implementation of resolutions of Party congresses at all levels for the 2025-2030 term, the two-tiered local government model, promoting digital transformation, socio-economic development, and maintaining national defense and security…
Ms. Ly Thi Bich, Party Branch Secretary, Head of Village 8, and propagandist of Na Sam commune, shared: "The village has over 130 households with more than 500 inhabitants. In my role as a propagandist, I have promptly disseminated the Party's guidelines and the State's policies and laws to Party members and the people. While disseminating information, I also closely monitor the practical situation and stay close to the people to understand public opinion and ideological trends, so that I can promptly report to the Party Committee and the commune government to guide public opinion on newly arising issues."

In the context of all levels and sectors accelerating digital transformation, propaganda work in the province has also undergone significant changes towards a modern, flexible approach, in line with the information consumption trends of the people. Alongside traditional forms of communication, agencies, units, and localities are actively exploiting and effectively utilizing the internet, social media, and digital platforms to transmit information quickly, accurately, attractively, and with wide reach.
Since the implementation of the two-tiered local government model, all 65 communes and wards in the province have established websites and social media accounts to promptly post and update information, and disseminate political tasks and socio-economic development information about their localities. Zalo groups for communes, wards, villages, and residential areas have been established and maintained effectively with the participation of numerous commune-level officials and residents. In particular, many units have proactively developed digital communication products such as infographics, video clips, and vivid visual images, contributing to improved communication effectiveness and attracting public attention.
Highlights from the competition
Following the Party congresses at all levels and the 14th National Party Congress, one of the important political tasks is to widely disseminate the congress resolutions. To contribute to putting the congress resolutions into practice, and in accordance with the directives of the Provincial Party Standing Committee and the guidance of the Central Propaganda and Mass Mobilization Department, on March 13, 2026, the Provincial Party Propaganda and Mass Mobilization Department issued Guideline No. 25 on organizing the 2026 competition for outstanding male speakers and propagandists to disseminate the resolutions of the 14th National Party Congress and the resolutions of Party congresses at all levels for the 2025-2030 term.
Accordingly, the competition was organized at three levels: commune, cluster of communes (Party committees directly under the Provincial Party Committee), and province. This year, the organization of the competition saw many innovations, focusing on promoting the application of information technology and improving the effectiveness of leadership, management, and propaganda. Specifically, the Provincial Party Committee's Propaganda and Mass Mobilization Department created a dedicated section and banner for the competition on its website to centrally update directives, guidelines, plans, regulations, competition schedules, results, promotional infographics, and other information related to the competition from the provincial level to the grassroots. This is the first time that the entire implementation process of the competition has been fully and continuously updated in a digital environment, creating a unified information channel to serve leadership, guidance, and monitoring of the competition's progress.
Ms. Ma Thu Hong, Permanent Deputy Secretary of the Party Committee of Dinh Lap commune, said: "Throughout the process of organizing the competition from the commune level to the cluster level, the Party Committee always directed the strengthening of propaganda about the purpose, meaning, and core content of the competition to all cadres, Party members, and the people. As a result, information about the competition was widely disseminated, creating interest and positive response from cadres, Party members, and all strata of the people. Through the competition, not only did it contribute to spreading the content of the resolution, but it also served as an opportunity to discover and nurture individuals with good propaganda skills, contributing to improving the quality of oral propaganda work at the grassroots level."
According to reports from various units, over 1,300 speakers and propagandists participated in the competition rounds; of which 221 contestants were selected to participate in the cluster-level and subordinate Party committee-level competitions. Through the competition rounds, many contestants demonstrated meticulous preparation in researching and developing propaganda outlines, flexibly applying various communication methods, and effectively combining presentations with the application of information technology, illustrative images, and vivid practical materials.
According to the plan, the provincial-level competition will take place over two days, June 24th and 25th, 2026. Twenty-seven contestants, selected from various clusters and Party committees under the Provincial Party Committee, will participate, representing the team of speakers and propagandists from localities, agencies, and units throughout the province. All contestants have undergone a selection process at the grassroots level, possess practical experience, and have received thorough preparation and training.
Beyond being a professional competition, the contest also became a widespread political activity, creating a vibrant atmosphere of emulation among speakers and propagandists at all levels; at the same time, it contributed to bringing the contents of resolutions into life, spreading them to a large number of cadres, Party members and all strata of the people, creating unity in awareness and action throughout the entire political system.
With numerous comprehensive innovation efforts in terms of content, methods, and organization, propaganda work in the province has been demonstrating remarkable effectiveness, gradually meeting the requirements of the new situation. This has not only raised awareness and strengthened the people's trust in the Party's leadership and the administration of all levels of government, but also created an important impetus for the successful achievement of the local socio-economic development goals in the new period.
