Spreading faith, protecting the Party's ideological stronghold.

In the context of the information explosion and the rapid development of cyberspace, protecting the Party's ideological foundation and combating false and hostile viewpoints is becoming an especially important task. Recognizing this requirement, Quang Ninh has implemented many comprehensive and proactive solutions to combat and prevent harmful and toxic information, contributing to strengthening the trust of cadres, Party members, and the people in cyberspace as well as in social life.

According to statistics published in the Digital Vietnam 2025 report, Vietnam currently has nearly 80 million internet users, equivalent to about 79% of the population. This presents both favorable conditions for disseminating positive information and challenges in shaping public opinion and protecting ideological ground in the digital environment.

Representatives from the Steering Committee 35 of the Quang Ninh Provincial Party Committee and Center 186, Command 86 ( Ministry of National Defense ) exchanged the signed memorandum of cooperation program.

Adhering closely to the spirit of Resolution No. 35-NQ/TW of the Politburo on strengthening the protection of the Party's ideological foundation, the Standing Committee of the Quang Ninh Provincial Party Committee has, from the outset, directed the establishment of the 35 Steering Committee at all levels; assigning the Provincial Party Committee's Propaganda and Mass Mobilization Department as the permanent agency to directly advise on and implement many solutions to combat, prevent, and handle false, misleading, and harmful information on the internet.

Beyond simply combating false narratives, Quang Ninh province places particular emphasis on "building"—actively disseminating positive information and strengthening the "resistance" of officials, Party members, and the people against erroneous arguments. The province's media outlets, including the Quang Ninh Newspaper, Radio, and Television, have intensified the development of specialized sections, columns, and news articles refuting distorted narratives, while also promoting outstanding achievements in socio- economic development, Party building, administrative reform, and digital transformation in the province.

In particular, before major policies such as reorganizing the administrative apparatus, building a two-tiered local government, streamlining personnel, reforming the administration, or promoting digital transformation, hostile and reactionary forces often exploit initial difficulties to distort the nature of the issues, incite skepticism, and cause division in society. However, the reality in Quang Ninh shows that thanks to the decisive reorganization of the administrative apparatus towards a streamlined, effective, and efficient structure, the province has consistently maintained its position among the top in the country for many years in administrative reform, provincial competitiveness, digital transformation, and governance quality. From this reality, Quang Ninh has determined that to firmly protect the ideological foundation of the Party, practical results must be the most convincing evidence. Positive changes in socio-economic life, improvements in the investment environment, and enhanced quality of service to the people are the most effective "shield" to refute false narratives.

The conference focused on studying and understanding the thematic topic of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation.

Along with political and ideological propaganda and education, the province also focuses on promoting the role of cadres, Party members, the press, social opinion collaborators, and youth union members in the fight against cybercrime. Many creative and flexible propaganda models have been implemented to suit each target group, especially young people - the group that uses social media the most today.

In recent years, Quang Ninh has also actively responded to and effectively organized the Political Commentary Contest on Protecting the Party's Ideological Foundation. In 2025 alone, the provincial-level contest attracted 340 entries in various formats such as print media, online media, radio, television, and video clips… Many of these entries closely reflected local realities, clearly demonstrating a fighting spirit, a guiding principle, and a close combination of “construction” and “combat”; while also directly identifying and refuting the new distorted arguments of hostile, reactionary, and politically opportunistic forces on the internet.

In the context of today's rapid digital transformation, protecting the Party's ideological foundation is no longer the sole responsibility of any single agency or force, but requires the synchronized involvement of the entire political system and society as a whole. Every cadre and Party member needs to become an "information shield," an active propagandist in cyberspace; proactively sharing official information, spreading positive values, and resolutely combating false and harmful information.

Experience shows that when the work of protecting the ideological foundation is implemented systematically, comprehensively, and closely linked to the practical development and interests of the people, it will create broad social consensus and strengthen the people's trust in the Party, the State, and the country's development path.

Maintaining ideological stability in the digital age is a long and complex struggle, but one that cannot be delayed. In this struggle, Quang Ninh is demonstrating a proactive, steadfast, and unwavering spirit in firmly protecting the Party's ideological foundation from the grassroots level, from cyberspace, and from the very trust of the people.
