Over the past 80 years, disaster prevention and control has become a regular and urgent task aimed at protecting the lives and property of the people and ensuring sustainable socio -economic development.
In recent years, Vietnam has continuously faced various extreme weather phenomena such as heavy rains, flash floods, landslides, droughts, and prolonged heatwaves due to the impacts of climate change. According to statistics from relevant agencies, natural disasters cause an average loss of about 1-1.5% of GDP each year; during peak periods, hundreds of people are killed or missing, and economic losses amount to tens of trillions of dong.
In response to the complex developments of natural disasters, the Government , the National Steering Committee for Natural Disaster Prevention and Control, and local authorities have intensified the "four on-the-spot" principle, enhanced forecasting and early warning capabilities, organized drills for flood and landslide prevention, rescue operations, and relocation of residents from dangerous areas.
The People's Public Security Force, the People's Army, the militia, and grassroots shock forces continue to play a core role in rescue and relief efforts. Many officers and soldiers have braved dangers to directly participate in rescuing people at disaster hotspots, contributing to minimizing damage to lives and property.
Lao Cai strengthens digital transformation in disaster prevention and control.
As a mountainous province frequently affected by heavy rains, flash floods, and landslides, Lao Cai identifies disaster prevention and control as a top priority before the annual rainy season.
The entire province currently has hundreds of areas at risk of landslides, flash floods, and mudslides in mountainous communes such as Tram Tau, Hanh Phuc, Mu Cang Chai, Bac Ha, Bat Xat, Muong Khuong, Si Ma Cai, Sa Pa... Local authorities have proactively reviewed dangerous areas, developed evacuation plans, and strengthened commune-level emergency response forces.
Notably, Lao Cai province is gradually accelerating digital transformation in disaster prevention and control. The province has implemented a flood warning system, online weather monitoring, updated landslide risk data, and operated rapid information groups on digital platforms to transmit warnings to people in vulnerable areas. Many highland localities have also digitized disaster risk maps to support command and control operations.
The Department of Agriculture and Environment has established a Zalo Official Account “ Lao Cai Province Disaster Prevention and Control Standing Committee” to expand the information dissemination channel from the “Lao Cai Province Weather Information and Disaster Prevention and Control System” website to the people on digital platforms, increasing interaction and the ability to access information quickly and conveniently.

In 2025 and early 2026, the province will organize numerous disaster response and search and rescue drills at the district and commune levels; mobilizing police, military, medical forces, and the public to participate in practicing population evacuation, water rescue, handling landslides, and traffic disruptions.
In addition, the system of reservoirs, irrigation works, and dikes in the area is also being reviewed before the rainy season; many roads at risk of landslides have personnel and vehicles on standby 24/7 to ensure the safety of the people.
Promoting the application of technology, improving forecasting capabilities, and fostering a proactive spirit among the government and people are considered crucial solutions to help Lao Cai gradually minimize damage caused by natural disasters in the context of increasingly extreme weather.
