Accordingly, Vice Chairman of the Provincial People's Committee Nguyen Thien Van serves as Chairman of the Council, and the Standing Vice Chairman of the Council is Director of the Department of Agriculture and Environment Nguyen Minh Huan.
The Council, comprising 21 members, is responsible for assisting the Provincial People's Committee in reviewing, evaluating, and appraising the revised land use planning for the period 2021-2030 at the district level, as stipulated in Clause 2, Article 71 of the 2024 Land Law.
If necessary, the Chairman of the Council may decide to organize on-site inspections and surveys of areas where land use conversion is planned, especially the conversion of rice paddy land, protective forest land, and special-use forest land.

The adjustment of the district-level land use plan for the period 2021-2030 aims to align with the actual situation and needs, improve the efficiency of land management and use to serve socio -economic development, and ensure national defense and security.
The government is currently developing a plan to adjust the National Land Use Planning for the period 2021-2030, with a vision to 2050. This plan includes calculations for the transitional period of land use planning and plans when district-level administrations are abolished, as well as the responsibilities, authority, and tasks of provincial and commune-level governments; and the mechanisms and principles for adjusting land use targets in cases where localities complete mergers.
