The draft Regulations on determining provincial-level science and technology tasks; selecting and directly assigning organizations and individuals to carry out provincial-level science and technology tasks using state budget funds in the province consists of 3 articles attached to the Decision, with 4 chapters and 26 articles. The main content of the draft Decision is on the effective date; the organizations and individuals responsible for implementation; and transitional provisions. During the conference, delegates generally agreed with the draft's content while offering additional suggestions regarding the basis and necessity for issuing the Decision. Delegates commented on the following aspects: the scope of regulation and applicable subjects; the principles for developing proposals for commissioned tasks; the procedures for proposing and commissioning provincial-level science and technology tasks; the organization for identifying provincial-level science and technology tasks related to state secrets; and revisions to wording, etc. Representatives from the Department of Science and Technology (the drafting agency) clarified some of the delegates' points, while the remaining comments were compiled, considered, revised, and addressed in writing.
Concluding the conference, the leaders of the Vietnam Fatherland Front Committee of the province thanked the delegates for their participation and suggestions, and requested the drafting agency to promptly revise and supplement the missing content to finalize the draft Decision and the accompanying draft Regulations.
