Thanh Hoa Provincial Military Command is divided into many directions to help people.
Storm No. 10 has passed for two days but Thanh Hoa's sky is still covered with dark clouds and intermittent showers. On the night of September 30, people in many localities did not dare to sleep for fear of major floods. Water levels in many rivers such as Cau Chay, Buoi, and Hoat have exceeded the historical level of 2007.
The Regional Defense Command (PTKV) 2-Ha Trung (Thanh Hoa Provincial Military Command) has deployed forces in two directions, more than 50km apart, to help people overcome the consequences of natural disasters: one to overcome the consequences of the tornado in Hoang Giang commune and the other to transport essential supplies to the flooded areas of Kim Tan commune. In Vinh Gia 1 village, Hoang Giang commune, up to 160 houses were damaged, of which nearly 30 houses were severely damaged.
Mrs. Nguyen Thi Mai (nearly 90 years old, has two daughters but both live far away) lives alone in a level 4 house. On the night of the storm, all the tiles of her house were blown away by the wind. With the soldiers coming to help repair the house, Mrs. Mai said in tears: "For the past few days, I had to stay at a neighbor's house. Tonight I can go home. I am grateful to the soldiers, without them I would not know where to turn..."

Comrade Nguyen Quang Khanh, Vice Chairman of the People's Committee of Hoang Giang Commune, said: "The storm collapsed and damaged nearly 300 houses of the people in the commune. The locality has mobilized all its forces to clean up and fix the situation, but the situation is still very messy and the consequences are too severe. Fortunately, the army has come to help so that people can soon have a place to live."
In charge of a large area, with a small force, and damage caused by storms in many places, the staff of the PTKV 2-Ha Trung Command had to assign tasks and divide areas to organize help for the people. Colonel Le Van Dam, Commander of the PTKV 2-Ha Trung Command, said: "Some days, the unit had to divide into 4 groups to help the people. Today, in the area damaged by the tornado, we focused on helping policy families and families with special difficulties so that people could soon stabilize their lives. In the flooded area of Kim Tan commune, the unit closely coordinated with the police and authorities, transporting necessities in the afternoon, and transporting the elderly and children to concentrated evacuation areas in the afternoon to ensure safety."

On the afternoon of October 1, the flood in Nong Cong commune began to recede slowly. Thanh Hoa Provincial Military Command mobilized 200 officers and soldiers of Regiment 762 and the Command of PTKV 5-Tinh Gia to coordinate with local forces in the communes to urgently help people stabilize their lives. Colonel Nguyen Xuan Toan, Deputy Political Commissar of Thanh Hoa Provincial Military Command, informed: Immediately after receiving the request from the locality, the Provincial Military Command sent forces to Nong Cong commune to help people overcome the consequences in flooded areas. In the immediate future, the focus will be on overcoming the consequences at schools, cleaning up as the water recedes so that students can return to school soon.
Nghe An : Soldiers and militia stick close to the area to respond to natural disasters
Prolonged heavy rains caused water from rivers and streams to rise, submerging many midland communes of Nghe An province in a sea of water. On the afternoon of October 1, the Command Board of PTKV 5-Anh Son (Nghe An Provincial Military Command) counted that thousands of houses were flooded in the area, of which 271 households in Thanh Binh Tho commune, 650 households in Bich Hao commune and 200 households in Kim Bang commune were submerged in floodwaters. The most difficult situation was that 718 households were isolated, concentrated in the communes of Yen Xuan, Tan Ky, Bach Ha, Nhan Hoa, Do Luong, Thuan Trung, Bach Ngoc, Hanh Lam, Tan An, Hoa Quan, and Tam Dong.

The small house of Mr. Dang Duy Hai's family in Hamlet 4, Bac Son (Do Luong Commune) seemed to be swaying in the water. Mr. Hai had carefully placed more than 2 tons of summer-autumn rice that had just been harvested high, but the flood rose quickly, the water almost reached the bottom of the sack. Mr. Hai sighed: "After a whole year of plowing and cultivating, we have only gathered this much rice, if the water seeps in now, we will lose everything!" While he and his wife were struggling, the militia force of Do Luong Commune arrived in time. The sound of wading footsteps, the urgent calls to each other, each bag of rice was brought to a high place. Looking at the militia men and women trying their best to carry each heavy bag of rice to a safe place, Mr. Hai's haggard face was less worried.
On the evening of October 1, floodwaters began to recede but very slowly. On inter-commune roads, military vehicles hurriedly rolled, carrying boats, food, and drinking water to people in flooded areas. The PTKV 5-Anh Son Command mobilized officers and soldiers to the communes of Thuan Trung, Tan Ky, Anh Son, and Nhan Hoa to bring people to safety, and at the same time provide rice, instant noodles, and drinking water. Colonel Tran Van Hung, Commander of the PTKV 5-Anh Son Command, said: "Over the past two days, we have continuously monitored the area, worked with people to evacuate their properties, and ensured their safety. We will continue to be on duty 24/7, ready to respond, and as soon as the water recedes, we will deploy to overcome the consequences."

Early in the morning, when the mist was still covering the fields along the river, news came that the dike section in Truong Vinh ward (Nghe An province) had suddenly collapsed, causing the entire residential area to suffocate. The river water was rising rapidly, threatening the safety of the people. Immediately, the local government issued an emergency order, mobilizing the armed forces and specialized machinery to the scene. Groups of people, excavators, and trucks rumbled to the foot of the dike. In just a few minutes, more than 300 officers and soldiers of the Nghe An Provincial Military Command and militia forces were present, urgently filling the soil, reinforcing, racing against each wave to keep thousands of households inside the dike safe.
Storm No. 10 caused a lot of damage in Nghe An province, including the Kim Lien relic site. Trees were broken and scattered, many propaganda billboards were knocked down, some construction items were damaged, the landscape of the relic site was devastated, making anyone who witnessed it feel regretful. On October 1, the 414th Engineering Brigade (Military Region 4) and the PTKV 1-Van An Command (Nghe An Provincial Military Command) mobilized hundreds of officers and soldiers to focus on clearing up fallen trees, reinforcing fences, tiled roofs, collecting garbage, promptly restoring the solemn and clean appearance of the relic site...
