The Civil Aviation Authority has just reported the scenario of dividing exploitation between Tan Son Nhat and Long Thanh airports to the Ministry of Construction , after evaluating and considering two options of the Airports Corporation of Vietnam (ACV): Long Thanh for international exploitation, Tan Son Nhat for domestic service; or maintaining the model of parallel international flight exploitation between the two locations.

Accordingly, the Civil Aviation Authority proposed principles and plans to divide the exploitation of Long Thanh - Tan Son Nhat airport into two phases.

Phase 1 (2025-2030): Both airports operate international flights, but Long Thanh will gradually take the lead. During this time, new international flights or increased frequency flights to Ho Chi Minh City will not be licensed at Tan Son Nhat but will be transferred to Long Thanh. Airlines wishing to move to Long Thanh will be accommodated.

The division and conversion process is carried out in accordance with the construction progress, infrastructure, and traffic connecting Long Thanh airport. The conversion is also considered and carried out according to the flight schedule season, in accordance with international practices and the development needs of the aviation market in Vietnam.

From the summer of 2026, airlines are encouraged to move flights to and from Europe, America, and Oceania from Tan Son Nhat to Long Thanh. After that, the new international airport will expand its routes to Africa, the Middle East, Northeast Asia, Southeast Asia, etc.

During this period, Tan Son Nhat still maintains the exploitation of short routes under 1,000 km of Vietnam Airlines. At the same time, this place still undertakes the main service of domestic flights, Long Thanh only exploits a part.

After 2030, all international flights will be transferred to Long Thanh when the airport connection system is completed. This place will become an aviation center, integrating an airport urban area, a free trade zone and a network of highways and metro - similar to the model of Singapore or Amsterdam.

Tan Son Nhat currently only operates domestic flights and irregular international commercial flights, or charter flights serving organizations and individuals...

According to the Civil Aviation Authority, to make the above proposal, this agency coordinated with the Airports Corporation of Vietnam (ACV) to research and analyze the plan to divide exploitation between the two airports, and at the same time received opinions from airlines and domestic and international experts.

The Civil Aviation Authority also analyzed that if the aviation hub was concentrated in Long Thanh from the beginning, most passengers (mainly departing from the center of Ho Chi Minh City) would have to travel about 40km, incurring additional costs and time. Meanwhile, Tan Son Nhat airport is only 6-7km from the center.

The Civil Aviation Authority said it will continue to research, propose and recommend a plan to divide the exploitation of Long Thanh - Tan Son Nhat airport in accordance with the progress of completing connecting infrastructure and the ability to develop an integrated airport urban area, logistics center, free trade zone with Long Thanh airport.

In addition, the Civil Aviation Authority also recommended that the Ministry of Construction direct the acceleration of investment in the construction of road and railway projects connecting Long Thanh Airport - Ho Chi Minh City and other localities; and have policies on prices and fees to facilitate airlines in the process of converting operations.
