Selecting investors for the Ho Chi Minh City - Thu Dau Mot expressway.

The Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project has a preparation and infrastructure construction period of 36 months, starting from the effective date of the project contract.

On January 28th, the People's Committee of Binh Duong province announced that Mr. Vo Van Minh, Chairman of the People's Committee, had signed a decision approving the selection of investors for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, specifically the section passing through the province, under the public-private partnership (PPP) method.

The winning bidder is a consortium comprising the Industrial Investment and Development Corporation, Infrastructure Development Joint Stock Company, Becamex Binh Phuoc Infrastructure Development Joint Stock Company, and Deo Ca Group Joint Stock Company.

The project has a total investment of over 8,833 billion VND (including interest), mobilized from equity capital, loans, and other legal sources of funding.

According to the plan, the project has a preparation and infrastructure construction period of 36 months, starting from the effective date of the project contract. The operation and business period of the facility is 32 years and 5 months, starting from the date the competent authority allows the investor to collect road usage fees.

The Project Management Board for Investment and Construction of Transport Infrastructure (Transport Board) is responsible for the accuracy of the content, data, and conformity of the documents with the law on investment under the PPP method and other relevant regulations.

The Department of Transport must publicly disclose the results of the investor selection process as required, and coordinate with relevant agencies to advise on and organize the implementation of the project's subsequent steps in accordance with the law.

The Chairman of the People's Committee of Binh Duong province also assigned the Project Contract Negotiation Team to conduct negotiations with the investor and prepare the contract for signing between the authorized agency, the investor, and the project enterprise.

The Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, the section passing through Binh Duong province, has its starting point at the intersection with Ho Chi Minh City's Ring Road 3 (in Thuan An City) and its end point at Km 52+159 (the border between Binh Duong and Binh Phuoc provinces). The route passes through Thuan An City, Tan Uyen City, and the districts of Bac Tan Uyen, Phu Giao, and Bau Bang.

The total length of the expressway passing through Binh Duong province is over 52 km, including a 6.5 km section that remains unchanged (from Ho Chi Minh City's Ring Road 3 to before the Khanh Van interchange) and a newly constructed section of over 45.6 km (from Km 6+500 to Km 52+159).

The project is designed as a 4-lane highway with continuous emergency stopping lanes along the entire route, a roadbed width of 25.5m, and a design speed of 100km/h. The initial 6.5km section (from Ring Road 3 to before the Khanh Van intersection) will retain its current road cross-section. For sections with high traffic demand, service roads will be constructed to ensure 2 lanes for motorized vehicles.

Additionally, this expressway includes 7km through Binh Phuoc province and 2km through Ho Chi Minh City. The section through Binh Phuoc province commenced construction in December 2024.

The Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project has a total investment of over 17,400 billion VND, with an implementation period of 2024-2027 and a payback period of 32 years and 7 months. In the initial phase, the route will have 4 lanes and will be upgraded to 6 lanes in the next investment phase; the maximum speed is 100km/h.

The total length of the expressway passing through Binh Duong province is over 52km.

This expressway is expected to be a vital artery connecting the Southeast region, while also shortening travel time from the provinces to Long Thanh Airport and Cai Mep - Thi Vai Port, reducing logistics costs for businesses investing in the area.
