In 2024, Binh Thuan province will implement a thematic program on "Studying and following Ho Chi Minh's ideology, ethics, and style regarding practicing democracy and strengthening the rule of law, ensuring social discipline." To effectively implement this program, the Standing Committee of the Duc Linh District Party Committee has issued Plan No. 283 on key tasks and breakthrough solutions for 2024.
Specifically, in 2024, the Standing Committee of the Duc Linh District Party Committee selected the following key task and breakthrough solution: "Strengthening democratic practices to promote the people's role as masters in building advanced new rural areas and civilized urban areas." This key task and breakthrough solution affirms and promotes the people's role as the main actors in building advanced new rural areas and civilized urban areas, creating a transformation in the appearance of rural and urban areas so that people can access and enjoy many healthy and positive material and cultural values. The goal is to achieve 2 to 3 advanced new rural communes, 2 communes achieving model new rural commune standards, 2 towns achieving civilized urban status, and the district achieving 9 out of 9 criteria for an advanced new rural district; contributing to achieving the status of an advanced new rural district by 2025 as set forth in the Resolution of the District Party Congress (12th term).
To accomplish the above task, the Duc Linh District Party Committee has also set out three groups of tasks and solutions. These emphasize strengthening the leadership role of Party committees and the government, promoting propaganda and dissemination, and raising awareness among cadres, Party members, and all strata of the people in practicing democracy and implementing grassroots democracy regulations. At the same time, it focuses on effectively implementing the 2024 theme: "Improving the competitiveness and satisfaction of people and businesses." Furthermore, the solution of promoting the people's role as masters in building advanced new rural areas and civilized urban areas is also emphasized. Accordingly, this solution outlines key contents such as: People being informed and understanding the Party's viewpoints, guidelines, and policies, and the State's laws and regulations on building advanced new rural areas and civilized urban areas; The people have the right to discuss, deliberate, and decide, or indirectly decide, on the implementation of projects, plans, and strategies related to the process of building advanced new rural areas and civilized urban areas; the people have the right and responsibility to invest in the development and protection of rural economic infrastructure; the right to invest in economic development for the goal of building advanced new rural areas and civilized urban areas; promoting the people's right to self-governance in inspecting and supervising the implementation of the contents, tasks, and criteria for building advanced new rural areas and civilized urban areas...
Furthermore, the Duc Linh District Party Committee will promptly identify, commend, and reward collectives and individuals with effective, innovative, and practical approaches that create a ripple effect in the community. At the same time, it will address difficulties and obstacles, and rectify shortcomings and deficiencies in the implementation process.
