Assessing the People's Public Security Force's outstanding achievements in "turning the tide and transforming the situation," ensuring security, safety, and public well-being, Prime Minister Pham Minh Chinh directed that they should continue to further promote their pioneering and exemplary role, accelerating breakthroughs in implementing the Party's policies and the State's laws, building a broad and comprehensive people's security foundation, a comprehensive people's security posture, and a solid foundation of public support, ensuring security and order must be linked to expanding the space for development.
On the morning of December 26th, in Hanoi , Prime Minister Pham Minh Chinh attended and delivered a keynote speech at the 80th National Police Conference and the summary of 40 years of police work serving the country's reform process.
General Luong Tam Quang, Member of the Political Bureau, Secretary of the Central Party Committee of the Ministry of Public Security, and Minister of Public Security, chaired the conference. Also attending the conference were General Le Hong Anh, former Member of the Political Bureau, former Standing Member of the Secretariat of the Central Committee, and former Minister of Public Security; members of the Central Committee of the Party; leaders of the Ministry of Public Security; and representatives from central and local departments, ministries, and agencies.
According to the program, the conference will take place from December 26th to 27th with many new and important contents on: the situation and results of police work in 2024, key tasks for 2025; the 80th anniversary of the National Police Conference; a summary of 40 years of police work serving the country's reform cause; and the results of implementing Resolution No. 12 of the Politburo on strengthening the building of a truly clean, strong, regular, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation.
The conference will disseminate information and gather feedback from police units and localities on the "Project to continue restructuring and streamlining the organizational apparatus of local police forces to operate effectively and efficiently, meeting the requirements and tasks in the new situation"; summarize the "For National Security" emulation movement in 2024, announce and present awards, and launch the "For National Security" emulation movement in 2025 throughout the People's Public Security Force.
Outstanding results that 'turned the tide, transformed the situation'
In his address to the conference, Prime Minister Pham Minh Chinh stated that this year's National Public Security Conference is of great significance, marking 80 years of glorious building, fighting, maturing, and development of the People's Public Security Force. The conference was organized to immediately implement the contents set forth at the recent Central Public Security Party Committee's concluding conference, and to incorporate the directives of key leaders, especially General Secretary To Lam.
In 2024, the regional and global situation presented more difficulties and challenges, with faster and more complex developments. Meanwhile, Vietnam, as a developing country with a transitioning economy of modest scale, high openness, and limited resilience, was significantly impacted by external factors. Security and order issues posed numerous risks; the impacts of climate change, natural disasters, storms, floods, fires, subsidence, and landslides caused severe damage in many localities…
However, under the wise and timely leadership and guidance of the Party, consistently through the Politburo and the Secretariat, headed by the General Secretary; the close unity and coordination of all levels, sectors, and localities; and the decisive and responsible involvement of the entire political system; the socio-economic situation in 2024 achieved many important results, better than in 2023 in most areas.
In particular, all 15 key targets were met or exceeded, especially the growth target (GDP in 2024 is estimated to increase by about 7%, higher than the target set by the National Assembly of 6-6.5%); macroeconomic stability was maintained, inflation was controlled, major economic balances were ensured, and a high surplus was achieved; public debt and government debt were controlled, and the budget deficit was reduced. National defense and security were maintained and strengthened; foreign relations contributed to creating an environment of peace, cooperation, and development; and the people's trust in the Party and the State was consolidated and strengthened.
In the overall achievements of the country, the People's Public Security Force has upheld the spirit of "For the nation, sacrificing oneself; for the people, serving wholeheartedly"; always ready to be at the forefront "on every front, anywhere, doing anything, under any circumstances," silently and diligently fulfilling assigned tasks with many outstanding achievements, making very important contributions to the overall achievements and results of the country in 2024.
Emphasizing the outstanding and transformative achievements of the People's Public Security Force, the Prime Minister stated that the force has a firm grasp of the situation; effectively performed its strategic advisory function for the Party and State in formulating many important policies and guidelines on politics, economics, culture, society, national defense, security, and foreign affairs; and prevented the Party and State from being caught off guard strategically, especially regarding security and order, and regarding partners, targets, and geographical areas.
Actively taking the lead in institution building, proposing new issues contributing to the improvement of the Party and State's policies and building a socialist rule of law state, creating favorable conditions for people and businesses (chairing and coordinating the drafting and promulgation of 8 laws, including complex laws such as the Data Law; 17 decrees and many resolutions of the Government, directives and decisions of the Prime Minister; cutting 60 procedures and amending and supplementing 145 administrative procedures under the Ministry's authority, with the Fire Prevention and Fighting Law alone cutting 27 procedures).
The People's Public Security Force plays a core and leading role, effectively carrying out combat missions, protecting national security, ensuring social order and safety, and managing state affairs related to security and order. Significant results have been achieved in ensuring traffic safety, especially in strictly punishing those who violate regulations by driving under the influence of alcohol.
We have resolutely fought against and consistently and rigorously advised on the handling of cases and incidents related to corruption, waste, and negative practices; we have implemented a comprehensive range of political, ideological, organizational, administrative, economic, and criminal measures; creating a positive effect and receiving the approval of the Party and the support of the people.
The "National Movement for Protecting National Security" has implemented many effective models, especially by proactively and closely linking it with social welfare work (actively pioneering the "Joining Hands to Eliminate Temporary and Dilapidated Houses Nationwide" emulation movement with nearly 3,000 new homes), which has been highly appreciated by all levels of government and the people; contributing to building a solid foundation of public support.
The police force is a pioneering and exemplary force, leading the way in national digital transformation, building e-government, and reforming administrative procedures; promoting the construction, connection, and exploitation of databases; especially Project 06, which has been strongly implemented and achieved many positive results; thereby creating momentum and inspiring ministries, sectors, and localities in administrative reform and promoting national digital transformation.
Furthermore, the effective implementation of the Party and State's foreign policy, and the foreign policy of the People's Public Security Force, contributes to maintaining a peaceful, stable, and cooperative environment for development in the region and the world. The establishment of Peacekeeping Police Unit No. 1, participating in United Nations peacekeeping operations, affirms the new development of the People's Public Security Force. The application of science and technology in immigration management and the gradual improvement of E-Visa contribute to the implementation of the policy of deep international integration and tourism development.
Party building and force building efforts have been prioritized, enhancing the fighting capacity of Party organizations and members within the People's Public Security Force. In particular, the People's Public Security Force has set an example and taken the lead in implementing the Central Committee's Resolution 18-NQ/TW on restructuring and streamlining the organizational apparatus, leaving behind many important lessons for other ministries and agencies in the political system.
Focus on enhancing logistical and technical capabilities, contributing to the transformation and effectively meeting the modernization goals of the People's Public Security Forces. Proactively and decisively accelerate the progress of key investment and construction projects; especially those projects commemorating the 80th anniversary of the People's Public Security Forces' traditional day and the founding of the Nation.
In addition, the entire force has seen positive changes in areas such as judicial support, enforcement of judgments, strategic and theoretical research, and other aspects of its work, meeting the requirements of political tasks and practical situations.
The Prime Minister emphasized that in the extremely challenging and dangerous task of protecting national security and ensuring social order and safety, police officers and soldiers have bravely fought and are ready to sacrifice themselves for the peace of life and the happiness of the people. These noble examples have further enhanced the beautiful symbol of the People's Public Security officer and the heroic and glorious tradition of the heroic Vietnamese People's Public Security Force - "For the nation, sacrificing oneself; for the people, serving wholeheartedly."
On behalf of the Party and State leaders, the Prime Minister respectfully acknowledges, commends, expresses gratitude, and shares in the contributions, dedication, and sacrifices of the officers and soldiers of the People's Public Security Force; and extends his best wishes to the families, relatives, and units of the heroes, martyrs, and wounded and sick soldiers of the People's Public Security Force. He also wholeheartedly commends the efforts, endeavors, and outstanding achievements of the Vietnamese People's Public Security Force in 2024.
Ensuring security and order is closely linked to expanding the space for development.
Highlighting some important lessons learned and suggesting a more in-depth, comprehensive, and combative analysis of limitations, shortcomings, and weaknesses, the Prime Minister stated that 2025 is projected to be more challenging, with heavier tasks ahead.
In 2025, we must strive to successfully achieve the national defense and security and socio-economic goals of the entire term; simultaneously reorganize the administrative apparatus; successfully organize Party congresses at all levels, leading up to the 14th National Party Congress; organize major national holidays (95th anniversary of the founding of the Party, 80th anniversary of National Day, 135th anniversary of President Ho Chi Minh's birth, 50th anniversary of the liberation of the South and national reunification, 80th anniversary of the Vietnam People's Public Security Force, 20th anniversary of the National Day for Protecting National Security); and create momentum and impetus for a breakthrough to accelerate double-digit national growth.
Therefore, it is necessary to review the goals and targets to guide, direct, and organize implementation according to the principle that Party building is key; economic development is central; ensuring national security and defense is constant and crucial; and social welfare, progress, and social justice, and the environment should not be sacrificed in pursuit of mere growth.
The Prime Minister basically agreed with the proposed policies and solutions, with the action slogan being: "Setting an example and taking the lead in accelerating breakthroughs in implementing the Party's policies and the State's laws, building a truly clean, strong, professional, elite, and modern People's Public Security force."
Emphasizing and clarifying several key points, the Prime Minister requested the People's Public Security Force to further promote its pioneering and exemplary role in implementing and concretizing the resolutions, directives, and conclusions of the Party, the National Assembly, and the Government; to closely coordinate with ministries, departments, and localities; to leverage combined strength in ensuring security and order; and to build a broad and comprehensive people's security foundation, a comprehensive people's security posture, and a solid foundation of people's support.
Firmly grasping and closely monitoring strategic areas both domestically and internationally, as well as important targets and partners, is crucial for effectively advising the Party and State on various fields; contributing to maintaining political stability, serving economic development, ensuring social order and security, expanding foreign relations, and creating a peaceful, secure, and stable environment for development, absolutely preventing the Party and State from being strategically caught off guard.
In the context of the 2025 Party Congresses at all levels, the People's Public Security Force needs to comprehensively implement measures to ensure absolute security and safety for the organization of the Congresses. The People's Public Security Force must take the lead and proactively fight against, prevent, and repel the four threats and challenges to the survival of our Party (the risk of falling further behind economically; the risk of deviating from the socialist path; corruption and social evils; and the "peaceful evolution" plots and actions of hostile forces).
Enhancing the effectiveness and efficiency of lawmaking and enforcement in the areas of security and order, in line with the Party's policy of closely integrating security and order protection with socio-economic development, ensuring security and order must be linked to expanding the development space. This involves strengthening state management of security and order while creating favorable conditions for agencies, organizations, businesses, and citizens; promoting economic growth to serve development. Furthermore, it requires actively building institutions related to trending issues and newly emerging problems in state management of security and order.
Effectively carry out regular tasks: proactively combat and suppress all types of crime, especially economic crimes, corruption, drug trafficking, and financial crimes; environmental crimes and violations of environmental laws; high-tech crimes; and crimes related to the waste of state resources, wasted time, and loss of public trust. Implement comprehensive solutions to ensure traffic safety, fire prevention and control, and rescue operations, with the goal of prioritizing the safety and health of the people above all else. Strongly promote the "National Movement for the Protection of National Security" in conjunction with effectively implementing social welfare programs in remote areas, border regions, and islands.
Continue to play a "pioneering, exemplary, and leading" role in the development of science and technology, innovation, and national digital transformation. Build digital infrastructure within the People's Police Force and attract talent in new fields.
Continue to set an example and take the lead in building and rectifying the Party, building clean, strong, exemplary Party organizations within the People's Public Security Force, with sufficient leadership capacity and fighting strength. Continue to effectively implement Resolution No. 12-NQ/TW of the Politburo and Resolution No. 18-NQ/TW of the Central Committee to innovate and reorganize the police apparatus at all levels and localities to be streamlined, efficient, and effective.
Continuing to play a leading and pioneering role in foreign affairs to safeguard national security from early on and from afar; implementing mechanisms for dialogue and cooperation in security and intelligence with important partners, contributing to strengthening political trust and expanding relations with other countries; and at the same time enhancing Vietnam's contribution to maintaining peace and stability in the world.
Enhance financial, logistical, and technical capabilities with the motto "proactive and ahead of the curve." Focus on mobilizing all resources and implementing breakthrough solutions to achieve the goal of modernizing certain forces. Improve the management and disbursement of public investment capital, and implement key construction projects, especially the National Data Center and Gia Binh Airport (Bac Ninh).
Successfully organize Party congresses at all levels within the People's Public Security Force. Organize well the activities commemorating the 80th anniversary of the Vietnam People's Public Security Force's Traditional Day and the 20th anniversary of the National Day for Protecting National Security; focusing on political and ideological education, and education about the glorious 80-year history and traditions of the Vietnam People's Public Security Force; on this occasion, pay more attention to and do better in the work of showing gratitude and appreciation, and in the work of emulation and commendation.
The Prime Minister stated that the Party and State have entrusted the heroic People's Public Security Force with the mission of firmly protecting security and order, guided by the spirit of "As long as the Party exists, we exist," "For the nation, we forget ourselves; for the people, we serve," and "Honor is the most sacred and precious thing." The people expect the People's Public Security Force to continue to uphold its glorious traditions of nearly 80 years; to continue to be a model of unity; to be exemplary and at the forefront in implementing the Party and State's policies and guidelines; and to wholeheartedly serve the Fatherland and the people.
Affirming that the People's Public Security Force must have high determination, great effort, decisive action, focus on key areas, and complete each task thoroughly; that work assignments must be clear (clear person, clear task, clear responsibility, clear time, clear results) and easy to remember, easy to check and supervise, and easy to evaluate, the Prime Minister expressed his expectation and belief that the People's Public Security Force in 2025 will achieve even higher and more outstanding results than in 2024, making more victories and outstanding achievements, contributing even more, and leading our country into a new era, an era of striving for wealth, civilization, and prosperity, as General Secretary To Lam has stated.
