The Vietnam Fatherland Front's social critique work has become an effective "filter," contributing to improving the quality of policies.
Speaking on behalf of the National Assembly Standing Committee at the Congress on "legislative work and coordination between the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front," National Assembly Vice Chairwoman Nguyen Thi Thanh stated that, in the period 2024-2026, overcoming numerous difficulties and challenges, with a spirit of innovation and creativity, and continuously improving the quality and effectiveness of its activities, the Vietnam Fatherland Front has comprehensively implemented its action programs, achieving important results and fulfilling the goals and tasks set forth by the 10th National Congress.
The Vietnam Fatherland Front, together with the entire political system, has resolutely implemented the revolution in reorganizing the organizational structure and operating the two-tiered local government model; it has also accompanied the National Assembly in fundamentally reforming the work of lawmaking, supervision, creating development institutions, removing bottlenecks, unleashing productive forces, and unlocking all resources for development.
During the 15th National Assembly term and the first session of the 16th National Assembly, the Vietnam Fatherland Front profoundly demonstrated its position and role as an important institution representing, gathering, and reflecting the will, aspirations, and right to self-governance of the people in the process of amending the 2013 Constitution; participating in the drafting of 159 laws, along with many resolutions on specific, breakthrough, and outstanding mechanisms and policies to promptly bring the Party's strategic and pivotal resolutions into life, responding in a timely manner to the demands of reality.
The prominent role of the Vietnam Fatherland Front during the past term was profoundly demonstrated in the following two areas:
Firstly, the work of drafting laws and improving institutions has been emphasized, strengthened, and has achieved many noteworthy results.
The Vietnam Fatherland Front (VFF) has awakened and promoted the wisdom and responsibility of all strata of the people in the process of amending the 2013 Constitution; the VFF system and its member organizations have organized nearly 62,000 conferences and compiled over 51 million opinions from the people, experts, scientists, and intellectuals, contributing to the National Assembly's consideration and adoption of the Resolution amending and supplementing a number of articles of the Constitution with very high consensus and unity, profoundly demonstrating the unity between "the Party's will" and "the people's aspirations".
The Vietnam Fatherland Front (VFF) has been very proactive and highly responsible in reviewing and proposing improvements to the laws on the organization and operation of the VFF and its member organizations to implement the policy of streamlining the organizational structure of the political system. It has chaired the drafting and submission to the National Assembly of the Law amending and supplementing several articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on Implementing Democracy at the Grassroots Level; it has jointly worked with the Standing Committee of the National Assembly and the Government to issue a Resolution detailing the interaction between National Assembly deputies and People's Council representatives at all levels and voters; it has organized consultations in elections; and it has issued documents within its authority to serve the elections of National Assembly deputies and People's Council representatives at all levels, meeting the requirements and tasks in the new situation.
Keeping pace with the demand for innovation in thinking and legislative processes, the Vietnam Fatherland Front's social critique work is increasingly becoming more in-depth, serving as an effective "filter" contributing to improving policy quality, ensuring human rights, and protecting the legitimate rights and interests of the people. This work is practical, feasible, and highly appreciated by relevant agencies, incorporating many valuable suggestions.
The Vietnam Fatherland Front is increasingly focusing on innovating methods and content in disseminating information and mobilizing all strata of the people to comply with the Party's guidelines and policies, and the State's laws and regulations, making an important contribution to the people's support and consensus on the Party's major policies in the new era.
Secondly, the coordination between the Standing Committee of the National Assembly and the Presidium of the Central Committee of the Vietnam Fatherland Front has become increasingly close, comprehensive, substantive, and effective, contributing to promoting democracy, consolidating national unity, and improving the quality and effectiveness of each agency's operations.
Notably, in the preparation for the 16th National Assembly elections and the People's Council elections at all levels for the 2026-2031 term, the close, unified, thorough, and scientific coordination, coupled with a high sense of responsibility, contributed to the outstanding success of the elections, with the highest voter turnout ever (99.70%), electing all 500 National Assembly deputies, 2,552 provincial People's Council deputies, and 72,438 commune People's Council deputies.
The work of gathering public opinion, organizing meetings with voters, and compiling people's opinions and recommendations has been reformed and diversified, promptly reflecting valuable, practical, and multifaceted information about the realities of people's lives, thoughts, and aspirations of voters, thereby contributing to improving the quality of the National Assembly's decision-making. Reports from the Presidium of the Central Committee of the Vietnam Fatherland Front are increasingly clear, concise, and sharp, serving as an important basis for the National Assembly's Committee on Citizen Petitions and Supervision to monitor the resolution of voters' opinions and recommendations.
At the same time, the close coordination and active participation of the Vietnam Fatherland Front in the National Assembly's oversight activities, providing information and recommendations from practical experience, contributes to improving the quality and effectiveness of oversight, focusing on pressing issues of life, promoting the implementation of the Constitution and laws, and strengthening socialist legality.
Furthermore, coordination in gathering, building, and promoting the strength of national unity has become increasingly synchronized and effective; members of the National Assembly Standing Committee actively participate in movements, campaigns, and the National Unity Day.
The Vietnam Fatherland Front must be an important channel for contributing to the building of a democratic, fair, comprehensive, unified, open, transparent, and feasible legal system.
Our country is entering a new era, an era of accelerated industrialization, modernization, innovation, digital transformation, and deep international integration. The Resolution of the 14th National Congress of the Party has set the task of " comprehensively and synchronously perfecting the institutional framework for rapid and sustainable national development " as one of the three strategic breakthroughs, " the breakthrough of breakthroughs ," and "leading the way."
In this context, Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized that the 16th National Assembly will continue to uphold the spirit of "constructive legislation, substantive supervision, and breakthrough decision-making," so that laws are not only tools for state management, but also become a driving force for development, unleashing productive forces, unlocking all resources in society, and creating an environment and legal framework for innovation.
To successfully fulfill the tasks entrusted by the Party and the People, and to further enhance the effectiveness of coordination between the Standing Committee of the National Assembly and the Presidium of the Central Committee of the Vietnam Fatherland Front, the Vice Chairman of the National Assembly proposed four issues:
Firstly, we must continue to strongly promote the role and responsibilities of the Vietnam Fatherland Front and its member organizations in the work of building and perfecting institutions, especially in social criticism of policies related to the legitimate rights and interests of the people, members, and the business community.
"The Vietnam Fatherland Front must truly become the 'voice of the people,' an important channel contributing to the building of a democratic, fair, synchronous, unified, open, transparent, and feasible legal system, creating strong momentum for development, promoting double-digit economic growth, improving the people's lives, and ensuring national defense, security, and foreign relations," the Vice Chairman of the National Assembly emphasized.
Secondly , closely adhering to the legislative orientation of the 16th National Assembly term, we must coordinate the effective, high-quality, and timely implementation of legislative tasks, especially those of fundamental and strategic significance for national development. We must proactively implement tasks assigned by competent authorities after the official plan for the comprehensive review and amendment of the 2013 Constitution is finalized; organize research, summarize practical experiences, and gather the wisdom of all segments of the population, experts, and scientists to propose systematic, scientific, and comprehensive amendments.
The Vice Chairman of the National Assembly requested the Standing Committee of the Central Committee of the Vietnam Fatherland Front to direct the effective implementation of the comprehensive review of the system of legal documents, consult with the people to finalize the review results and propose solutions to improve the legal system.
Proactively research and propose improvements to the role and responsibilities of the Vietnam Fatherland Front in the law-making process, in conjunction with the amendment and supplementation of the Law on the Promulgation of Legal Documents, which is expected to be submitted to the National Assembly in 2026. Develop specific plans and ensure the progress and quality of draft laws chaired by the Vietnam Fatherland Front (such as the Law on the Vietnam Fatherland Front, the Law on Commercial Arbitration, etc.); at the same time, regularly review and propose additional legislative tasks if necessary to meet the requirements of practice.
Thirdly , in line with Resolution No. 66-NQ/TW of the Politburo and the directives of General Secretary and President To Lam: “We must shift strongly from the mindset of ‘making laws just enough’ to the mindset of ‘making laws for development’; from ‘good laws on paper’ to ‘good laws in life.’ The effectiveness of implementation and the satisfaction of the people and businesses must be the highest measure of legislative quality,” the Vice Chairman of the National Assembly suggested that the Vietnam Fatherland Front should focus on innovating the content and methods of mobilizing the people in a practical, flexible, and people-oriented manner; effectively combining traditional methods with the application of digital transformation to bring the Party's guidelines and the State's policies and laws into life, becoming a conscious awareness and voluntary action of each citizen and business.
Fourth, continue to research and improve the coordination regulations between the Standing Committee of the National Assembly and the Presidium of the Central Committee of the Vietnam Fatherland Front; enhance the effectiveness of coordination between the two agencies in all activities; and coordinate the implementation of the annual monitoring program. Improve the effectiveness of monitoring, urging, and recommending to competent authorities the implementation of recommendations following social supervision and criticism. Promote digital transformation, improve the quality of meetings with voters and the compilation of voters' opinions and recommendations; and closely coordinate in building a comprehensive report on the opinions and recommendations of voters and the people nationwide.
Building upon the achievements made and upholding the glorious traditions of the past 96 years, with the spirit of "Unity - Democracy - Innovation - Creativity - Development," the Vice Chairman of the National Assembly expressed confidence that the Congress would be a resounding success.
The Vice Chairman of the National Assembly affirmed that the National Assembly will continue to accompany, closely coordinate, sincerely listen, and create favorable conditions for the Vietnam Fatherland Front and its member organizations to effectively fulfill their roles and missions; and continuously strengthen coordination with the Presidium of the Central Committee of the Vietnam Fatherland Front to contribute to promoting democracy, consolidating the great national unity, arousing aspirations for development, and building a strong socialist rule of law state in Vietnam.
