Free tuition until the end of junior high school for Hanoi students

Proposal to exempt tuition fees until the end of secondary school for Hanoi students

At the first National Scientific Conference on Culture and Education Forum in Autumn with the theme "70 years of culture and education of the Capital - Journey of creation and development" held on November 8 at Hanoi Capital University, Prof. Dr. Nguyen Quy Thanh, Principal of the University of Education, Vietnam National University, Hanoi proposed: "Hanoi City should have a policy to support and subsidize funding (including tuition exemption) up to the end of junior high school in public schools to universalize basic education for all children in the city".

This is also one of the recommendations on "Innovation of Education in Hanoi Capital 70 years of development journey: seen from the perspective of teachers" by Prof. Dr. Nguyen Quy Thanh and Assoc. Prof. Dr. Nguyen Chi Thanh, Head of Faculty of Pedagogy, University of Education, Vietnam National University, Hanoi.

According to Professor Thanh, Hanoi is the political, economic and cultural center of the country, with the characteristics of both natural and mechanical population growth. Professor Thanh proposed additional contents to develop the capital's education such as planning the education network according to quality and geographical stratification. Instead of planning based on administrative boundaries, there should be a quality stratification plan combined with regional planning (for example: inner city, suburbs, satellite cities) to build suitable educational facilities, and ensure investment in the number of public schools according to population.

In addition to merging some primary and secondary schools, attention should also be paid to developing the "inter-school teacher" model for specific subjects. Special attention should be paid to building and training "nanny" staff, proposing to open training programs and granting certificates for nannies, especially for children from 0 to 3 years old, in order to standardize the team and improve the quality of preschool education.

Skills training according to the 2018 General Education Program for teachers in the capital and for Hanoi's education to be worthy of its position, it is necessary to invest more in facilities, develop educational technology, and strengthen international cooperation in teacher training and development.

The scientific conference with the theme "70 years of culture and education of the Capital - Journey of creation and development" held at Hanoi Capital University aims to create a forum for scientists, scholars, experts, managers, students... to exchange academic knowledge, communicate and share experiences related to culture and education in the context of integration; at the same time, summarize the achievements of culture and education of Hanoi after 70 years of liberation of the Capital.

Speaking at the conference, Dr. Do Hong Cuong, President of Hanoi Capital University, expressed: The conference is not only a simple scientific event but also a journey back, a meaningful meeting between people who love culture, are devoted to education and want to contribute to the sustainable development of the Capital and the country. This is also a manifestation of the sense of responsibility, heart, and precious feelings of today's generation for the cause of building and developing the culture and education of the Capital - The journey of creation and development.
