According to Professor Thanh, Hanoi is the political, economic and cultural center of the country, with the characteristics of both natural and mechanical population growth. Professor Thanh proposed additional contents to develop the capital's education such as planning the education network according to quality and geographical stratification. Instead of planning based on administrative boundaries, there should be a quality stratification plan combined with regional planning (for example: inner city, suburbs, satellite cities) to build suitable educational facilities, and ensure investment in the number of public schools according to population.
In addition to merging some primary and secondary schools, it is also necessary to pay attention to developing the "inter-school teacher" model for specific subjects. It is especially necessary to pay attention to building and training "nanny" staff, proposing to open training programs and granting certificates for nannies, especially for children from 0 to 3 years old, in order to standardize the team and improve the quality of preschool education.
