Expanding village roads - lessons learned from Phuc Hoa

BAC NINH - At this time, Phuc Hoa commune is entering the early lychee harvest season, an agricultural product that provides the main source of income for many households. This year, rural transportation infrastructure has undergone many changes. A series of village roads and alleys have been widened, facilitating the transportation and sale of lychees, promoting local socio-economic development.

Lien Bo village previously received cement for road construction, but many sections have now deteriorated. The Party branch has identified the key task for 2026 as widening the roads from 2-3 meters to 5-6 meters. Accordingly, the village established a survey team to assess the current situation. The survey revealed 16 roads in the village that need widening, with a total length of approximately 7 kilometers.

To renovate the entire road, in addition to requiring households to donate land, a large amount of soil is needed for road leveling, plus transportation and earthmoving costs. Through discussions and exchanges at meetings, the Party branch issued a resolution on the renovation and upgrading of the village road. In the first four months of 2026, the village mobilized the people to donate over 5,000 of land and contribute over 300 million VND to level and widen a total of over 2 km of road, with a width of 5-6 m.

Proactively embrace new policies.

Since the beginning of the year, Phuc Hoa commune has expanded and upgraded more than 10 km of village roads, with road surfaces ranging from 5 to 7 meters wide, concentrated in the villages of Ca Am, Lien Bo, Huong, Nguon, etc. Immediately after the administrative unit merger (July 1, 2025), Phuc Hoa commune focused on upgrading and repairing more than 11.9 km of rural roads, bringing the total length of the system to over 200 km with an investment of over 24.3 billion VND.

The transportation system is being developed synchronously and rationally across different modes, with an increasingly high rate of paved roads, meeting the travel and production needs of the people. During the period 2026-2030, the entire commune plans to upgrade and expand more than 76.2 km of roads with a total capital of nearly 200 billion VND, of which approximately 55.7 billion VND will be mobilized from the people and social contributions.

Faced with the difficult challenge of resource allocation, local Party committees and authorities have identified the key solution as leveraging internal strengths and fostering consensus within the community, following the principle of "the people discuss, the people do, the people benefit, and the State provides guidance and support."

After a period of implementation, the commune recently organized a thematic conference to share experiences in expanding rural roads. This showed that where the Party branch effectively plays its role as the political nucleus, promotes unity, and sets a good example, the propaganda and mobilization efforts are highly effective, and policies and guidelines are supported and voluntarily implemented by the people.

Many villages have good experiences and innovative approaches. This provides a basis for the commune Party Committee to continue innovating leadership methods, improving the effectiveness of mass mobilization work, and harnessing the people's strength in building a comprehensive rural transportation system.

Comrade Nguyen Huy Ngoc, Secretary of the Party Committee of Phuc Hoa commune, emphasized that expanding rural roads is an urgent task, and any delay will make it difficult to implement due to limited land resources and the ever-increasing value of land. Given the limited budget, the most appropriate solution is to harness the strength of the people.

In the coming period, the Standing Committee of the Commune Party Committee will direct efforts to enhance the role of Party branches, issue practical thematic resolutions, strengthen mass mobilization work, and promote the exemplary spirit of cadres and Party members to create widespread support and consensus, thereby boosting the rural road construction movement.

Assessing the implementation situation in Phuc Hoa commune, Comrade Than Van Nghiep, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, shared that expanding village roads is not a new issue, but each stage has different requirements, especially in widening the road surface. When roads are widened, the costs increase, and campaigning to expand them is difficult; it's not something that can be achieved in a single attempt, but requires persistent effort over many attempts.

The comrade was impressed with the innovative approach in Phuc Hoa. In some villages, just the propaganda and mobilization efforts took three months, yet the entire process of repeated exchanges between village officials and households did not cause tension or resentment. This demonstrates the competence, ability, and persuasive skills of the officials.

Phuc Hoa commune's early preparation for expanding village roads is also one of the solutions to "take advantage" of the province's policy in a timely manner, because the province will soon issue a resolution supporting the construction of concrete roads. Waiting until the new policy is implemented would make land clearance more difficult and might lead to missing out on the policy due to delays.

Currently, the locality is continuing to prepare the necessary conditions and create momentum to achieve the goal of expanding at least 76 km of village roads with a width of 5 meters or more, as planned.
