Expanding a sustainable "safety net"

In 2026, developing voluntary social insurance participation is one of the key tasks of the Luc Yen Social Insurance agency. According to the assigned target, the unit aims to develop 7,053 voluntary social insurance participants, an increase of 623 people compared to 2025.

Comrade Nguyen Van Dinh - Deputy Director in charge of Social Insurance at Luc Yen district - emphasized: The target of developing 7,053 people to participate in voluntary social insurance is not simply about quantity, but also reflects the unit's strong determination to expand a sustainable "social safety net".

However, to realize this goal, the unit faces considerable difficulties as its area of ​​responsibility consists entirely of mountainous communes; nearly 10% of the population works away from home; and a large proportion of households are poor, ethnic minority households, or households living in areas with particularly difficult economic conditions.

From July 1st, 2025, with the implementation of the two-tiered local government model, the Luc Yen Social Insurance Office will be responsible for social insurance, health insurance, and unemployment insurance in seven communes: Luc Yen, Muong Lai, Tan Linh, Lam Thuong, Khanh Hoa, Phuc Loi, and Cam Nhan.

The biggest challenge is ensuring the sustainability of new participants while the lives of a segment of the population, especially in rural areas, remote regions, and ethnic minority communities, remain challenging. Unstable incomes mean that many people, even those who understand the policy, still have to carefully consider their options before choosing to participate long-term.

Furthermore, a short-sighted mindset prevents some people from fully recognizing the long-term value of pensions and health insurance in old age.

Following the reorganization of administrative units, the larger administrative area and dispersed population also placed greater demands on direct communication efforts.

Faced with this reality, the Luc Yen Social Insurance Office has identified a people-centered approach, focusing on being close to the people and relevant to their needs as its core solution. The unit has concentrated on innovating the content and methods of communication; strengthening direct communication at the grassroots level, especially in villages, hamlets, residential areas, and among potential target groups; and flexibly organizing campaigns to go door-to-door to provide advice tailored to the specific needs of each individual.

In addition, the unit is promoting the application of information technology, digital transformation, and effectively utilizing social media platforms and the VssID application to bring policies closer to the people quickly and conveniently.

The unit also strengthened coordination with departments, agencies, mass organizations, and the government; and reorganized the steering committee for implementing social insurance and health insurance policies at the commune level, assigning specific tasks to each member.

Besides assigning specific targets to each organization supporting the development of target groups, the unit strongly promotes the role of Party branch secretaries, village heads, and mass organizations in propaganda and mobilization.

Alongside new developments, the Luc Yen Social Insurance branch also pays special attention to caring for and maintaining existing participants in order to minimize interruptions and aim for sustainable, long-term development.

As a staff member at the Yen Thang Post Office - Cultural Center, Ms. Hoang Thi Thu Dung has successfully encouraged 5 people to participate in voluntary social insurance in the first 4 months of this year. Ms. Dung stated: “The most effective way to promote voluntary social insurance is through consistent close interaction, sharing, and understanding each person's circumstances to advise on suitable contribution levels and payment methods. I always tell people that saving just 10,000 VND per day is enough to participate in voluntary social insurance.”

Ms. Hoang Thi Thin and her husband, who work as freelancers in Group 13, Luc Yen Commune, both participate in voluntary social insurance. Having previously contributed to mandatory social insurance but having been unemployed for over a year, Ms. Thin decided to resume contributions in April to avoid interruption.

Ms. Thin said: “With Ms. Dung's advice, I chose to pay every five years. Two years ago, my husband also joined voluntary social insurance. Besides the pension, my husband and I are most looking forward to the health insurance card because the biggest worry in old age is illness and disease.”

From the beginning of the year until now, the Luc Yen Social Insurance office has conducted 78 small-group outreach sessions, reaching 619 people through the "door-to-door, house-to-house, target-checking" approach. By the end of April 2026, the entire area had 3,818 people participating in voluntary social insurance, an increase of over 250 people compared to the same period last year, achieving 54.13% of the assigned plan. This result shows that the outreach work has not only focused on disseminating policies but has also truly created a shift in awareness, transforming awareness into concrete actions.

Through overcoming difficulties and employing flexible communication methods, the Luc Yen local Social Insurance office is determined to fulfill its planned targets, contributing to building a sustainable "social safety net" in the area.
