In mid-May 2026, Mong Cai 1 ward put into operation an AI assistant software application to serve the management work of the ward People's Committee and support citizens in carrying out administrative procedures.

Along with that, administrative reform efforts have also made significant progress. In mid-April 2026, the Provincial People's Committee announced the 2025 CGI index, assessing the effectiveness of commune-level governance. Mong Cai 1 ward achieved 95.63 points, ranking first among 54 communes, wards, and special zones in the entire province. The ward's Public Administrative Service Center (PVHCC) inherited all the facilities of the former PVHCC branch (Mong Cai City), thus ensuring adequate facilities and equipment for the Center's specialized staff and civil servants assigned by vertical agencies and the People's Committee of Mong Cai 1 ward to work at the Center; effectively resolving the rights and interests of citizens and businesses registering for administrative procedures, especially interconnected procedures and land registration changes.
All administrative procedures under the jurisdiction of the Ward People's Committee are regularly reviewed and updated with new documents, changes in legal documents, and documents related to work processing activities into the Quality Management System for application within a maximum of 3 months from the date the legal document takes effect; the process for handling procedures is developed to meet ISO 9001:2015 standards and is computerized and transferred to the Administrative Procedure Resolution System for implementation at the Ward Public Service Center. From December 15, 2025 to May 15, 2026, the total number of dossiers received through the Provincial Administrative Procedure Resolution Information System is 10,853 dossiers (including 1,616 dossiers carried over from the previous period); 10,011 dossiers have been resolved (including 9,107 dossiers resolved on time or ahead of schedule, and 904 dossiers resolved overdue)...

The telecommunications and internet infrastructure in the ward has been developed by telecommunications companies, and currently there are no longer any residential areas with poor mobile or fiber optic signal coverage, ensuring compliance with the provincial directives. 100% of educational institutions use school management software to manage staff, teacher, and student records; and update data on the education sector's database system as required. 100% of schools use digital student records, electronic files, and digital signatures in their management and administration; increasing the exchange of electronic documents, contributing to improved efficiency in administrative reform in the education sector.
The ward also focuses on training digital skills for officials, strengthening inspection and supervision to ensure the implementation of Resolution 57 is thorough; building a safe and friendly digital environment, helping people gradually form the habit of using online services. The Ward People's Committee, in coordination with the Ward Fatherland Front Committee, organized 5 training courses to guide and raise awareness on the use of applications and digital skills for over 200 delegates, including core members of the Community Digital Technology Team and residents in Mong Cai 1 ward, on using online public services; using the eTax Mobile electronic tax application; using the Google Meet online meeting application; warning about online fraud; and establishing "Youth Volunteer Teams for Foreign Languages and Technology" to open foreign language classes for children and teenagers in the ward...
