The Ca Mau Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister, will create new impetus for the province to achieve rapid, strong, breakthrough, and sustainable development in the future.

The Ca Mau Provincial Planning for the period 2021-2030, with a vision to 2050, was developed with a spirit of innovative thinking, approach, and planning methodology, based on the province's unique economic potential and advantages. Simultaneously, it promotes economic development with a green economic mindset, in harmony with nature; and accelerates economic restructuring linked to innovation in growth models for rapid, comprehensive, and sustainable development.

At the Ca Mau Provincial Planning and Investment Promotion Conference at the end of 2023, Prime Minister Pham Minh Chinh stated that the Ca Mau provincial planning is of special importance, creating new development spaces, promoting sustainable and efficient development of industries and sectors, and helping to exploit and maximize the province's potential and strengths.

"Ca Mau possesses many unique potentials, outstanding opportunities, and competitive advantages for rapid and sustainable socio-economic development, making it an attractive destination for domestic and international investors, creating a driving force for development not only for Ca Mau, but also spreading to the Mekong Delta region and the whole country," the Prime Minister affirmed.

3 economic regions, 5 growth poles, 2 economic corridors

According to the plan, Ca Mau province focuses on developing 3 economic zones, 5 growth poles, 2 economic corridors, and development linkage axes. Specifically, the spatial organization plan for socio-economic activities includes 3 economic zones and 5 growth poles, namely:

Firstly , the central service-urban-industrial development zone (with Ca Mau City as the growth pole).

Secondly, the Western coastal urban-industrial-fishery, agriculture, and forestry economic development zone (with the Song Doc urban center as the growth pole).

Thirdly, the industrial-urban-economic development zone of the East Sea coast (with growth poles being the Nam Can urban area associated with the Nam Can Economic Zone, the Tan Thuan urban area and the Dat Mui urban area associated with the Hon Khoai integrated seaport).

Simultaneously, the province's socio-economic activities are linked spatially through the formation of two economic corridors and development linkage axes: the North-South Economic Corridor (Ca Mau City - Cai Nuoc - Nam Can - Dat Mui); and the East-West Economic Corridor (Tan Thuan - Dam Doi - Song Doc).

Regarding the development axes creating seamless connectivity, these include: National Highway 1: a national urban economic corridor running through the center of Ca Mau City and to Nam Can; National Highway 63: connecting Ca Mau City and the Xa Xia border gate (Kien Giang); Southern coastal economic-urban axis connecting Ca Mau City with Rach Gia City (Kien Giang); Coastal economic axis: capable of connecting with international and national sea routes; Intra-regional economic-urban axis: from Ca Mau City to Song Doc, Dam Doi town, and connecting with Ganh Hao port (Bac Lieu province); and the National waterway economic axis.

Mr. Lam Van Bi, Standing Committee Member of the Provincial Party Committee and Vice Chairman of the People's Committee of Ca Mau province, stated that the Ca Mau provincial planning for the period 2021-2030, with a vision to 2050, is of particular importance in creating a foundation and orientation for socio-economic development and attracting investment to Ca Mau province in the coming development phase.

The plan has integrated new elements to maximize the potential, comparative advantages, and unique strengths of the province, while addressing the difficulties and challenges faced by the province in the previous period. The approved provincial plan also serves as an important basis for Ca Mau to formulate policies and develop socio-economic development plans for the province in the present and future.

"This will not only help Ca Mau to make breakthroughs and develop strongly, but also connect with localities in the Mekong Delta region as well as localities throughout the country to develop together," the Vice Chairman of the People's Committee of Ca Mau province emphasized.

Striving to become a maritime economic hub.

The development perspective for Ca Mau province during the period 2021-2030, with a vision to 2050, is to ensure democracy, continuity, inheritance, stability, and development. At the same time, it aims to rationally and effectively utilize the outstanding and unique potential and opportunities, as well as the advantages of its coastal and island resources, as a foundation for the rapid, sustainable, and comprehensive socio-economic development of Ca Mau province.

Ca Mau strives to become one of the maritime economic centers and renewable energy hubs of the Mekong Delta region.

To achieve the above objectives, Ca Mau prioritizes the implementation of the Ca Mau Provincial Planning for the period 2021-2030, with a vision to 2050, effectively leveraging the potential, comparative advantages, and unique competitive advantages of Ca Mau province compared to other localities. It will continue to restructure the economy in conjunction with transforming the development model towards improving the quality of growth and enhancing the productivity, quality, and adaptability of the economy.

The province will also prioritize investment in completing a comprehensive and modern infrastructure system, focusing on transportation infrastructure, urban infrastructure, economic zone infrastructure, industrial parks and clusters, tourism infrastructure, irrigation systems, dikes, and infrastructure for disaster prevention and climate change mitigation. It will expand investment forms and create favorable conditions to mobilize capital from various economic sectors for infrastructure investment through public-private partnerships (PPP) and other suitable investment methods.

With a marine economy linked to efficient exploitation, the province will implement investment procedures for the construction of the Ca Mau seaport system, including: Hon Khoai Port (on Hon Khoai Island, Ngoc Hien district), Nam Can Port (Nam Can district), and Song Doc Port (Tran Van Thoi district) according to the Plan. The province will continue to review and propose to competent authorities for consideration and early issuance of specific policies and mechanisms for the Mekong Delta region; including policies specifically for Ca Mau province.

With the motto "Putting people and businesses at the center of service," Ca Mau will strive to build trust from the business community and investors, improve the quality of administrative reforms, enhance the investment and business environment, create favorable conditions for all economic sectors, and ensure healthy, equal, and transparent competition.

In addition, it is necessary to strengthen research, application, transfer, and vigorous development of science and technology, and innovation in important sectors and fields of the province, promoting digital transformation, and developing the digital economy and digital society.

Furthermore, focus on developing human resources, especially high-quality human resources, attracting, valuing, and rewarding talent, particularly in the processing and manufacturing industries, renewable energy, transportation, logistics, and high-tech agriculture.

We are confident that, with its existing potential and strengths, coupled with scientific and systematic planning and orientation, Ca Mau will achieve many breakthroughs in its socio-economic development, gradually making strides and rising to prominence in the new era.
