In the years 1994 - 1998, hundreds of households living on both sides of National Highway 1A through Nghe An province had land recovered to expand this arterial road. Many families had hundreds of square meters of land confiscated. However, at that time, households whose land was recovered were only compensated for assets on land (trees, houses), land areas allocated to people for long-term use located along National Highway 1A were not compensated. . After many years, the households discovered that the land acquisition of the above project without compensation was not in accordance with regulations, so they filed a claim for benefits. Realizing that the people's requests are well-founded, the People's Committee of Nghe An province has sent many documents to the Prime Minister and ministries and branches to ask for guidance. In 2020, the Prime Minister agreed to provide additional funding of more than 222 billion VND to pay people whose land was recovered in districts: Quynh Luu, Dien Chau, Nghi Loc and Vinh City.
However, upon careful review, the authorities of Nghe An province determined that the number of households that were repossessed but have not been compensated is very large. In 2022, Nghe An province will continue to send a document to the Prime Minister requesting to allocate an additional 1.283 billion VND to pay compensation to households whose land has been recovered but has not been compensated.
In November 11.2023, at the 6th session, the National Assembly agreed to add 1.275 billion VND in investment spending to Nghe An province to compensate people. Afterwards, Deputy Prime Minister Le Minh Khai signed a decision to allocate this additional amount of money to Nghe An province to pay people.
The mistake of compensation for land clearance more than 20 years ago may have been due to perception, but what is worth noting is that when determining the rights of disadvantaged people, the leaders of Nghe An province, the National Assembly and the Government had reasonable decisions, thereby cultivating people's confidence in the correct policies of the state.
