According to feedback from readers, Hoa Sen University (Ho Chi Minh City) is employing lecturers who do not match the publicly available list.
Suspicions arise that the number of full-time lecturers at Hoa Sen University does not match the publicly available list.
Specifically, reader NVA informed that, according to the list of lecturers publicly available in the notice "Public disclosure of information on the full-time lecturers of higher education institutions for the academic year 2024 - 2025" of Hoa Sen University, signed on June 28, 2024 by the Rector Assoc. Prof. Dr. Vo Thi Ngoc Thuy, the Faculty of Law - Psychology of the university has 19 full-time lecturers.
Announcement "Public disclosure of information on the full-time faculty of higher education institutions for the academic year 2024-2025" by Hoa Sen University. Accordingly, the Faculty of Law and Psychology has 19 full-time lecturers.
However, in reality, this reader claims that the department only has 8 full-time lecturers (3 of whom have since left), and the remaining 11 have never taught at the school.
In addition, this reader also expressed confusion as to why the names of these 11 lecturers have completely disappeared from the faculty's publicly available list posted on the university's website, replaced by entirely new names.
According to readers, the number of full-time lecturers at the school is too small, leading to an excessive workload for lecturers and making it difficult to ensure the quality of education for students. Furthermore, this practice is seen as deceiving students about the quality of education at the school.
To readers, the remaining 11 lecturers are like "ghost" lecturers, not directly teaching but still listed as full-time faculty members of the school.
What does Hoa Sen University say about the allegations of using "ghost" lecturers?

To answer these questions, a reporter from Dan Viet contacted Hoa Sen University directly for clarification.
When asked to provide the length of service of the lecturers to compare with the information provided by the reader, Ms. Nguyen Thi Tuyet Huong - Head of the Marketing and Communications Department of the school - stated that she only confirmed that the number of full-time lecturers in the faculty currently meets the regulations for opening and maintaining the program.
Regarding the provision of a detailed list of lecturers and their terms of service, the school is unable to provide it. According to Ms. Huong, this is confidential information between the Human Resources department and the employees.
Specifically, in the school's media response to the Dan Viet reporter, provided by Ms. Huong, it states: "At the time of compiling the public list of full-time lecturers for the 2024-2025 academic year, the lecturers on the list mentioned by the reporter were already full-time lecturers at the school."
However, some lecturers later requested transfers to other units within and outside the university. The university also recruited replacements for these lecturers. And the number of lecturers still meets the requirements for opening and maintaining the program.”
At the same time, the document also confirms that all lecturers listed on the Faculty of Law and Psychology's faculty roster on the university's website are full-time lecturers of the university.
“The Faculty of Law and Psychology currently has 20 full-time lecturers, including 5 associate professors with PhDs and 15 masters. The university's website has recently undergone upgrades and updates. We will update this information soon,” Hoa Sen University stated.
To ensure a balanced perspective, a reporter from Dan Viet newspaper interviewed several third- and fourth-year students from the Faculty of Law and Psychology at Hoa Sen University.
When asked by the reporter to list eight names of current or former full-time lecturers at the school, as provided by the reader, the students all responded that they knew them or had studied under them. However, regarding the eleven names mentioned by the reader as never having taught at the school, most students said they had never heard of them, met them, or had never studied under them.
Some students claim that, despite participating in many faculty activities, they have never met these lecturers.
