Site clearance is always considered a difficult and complicated issue, easily leading to conflicts and complaints in project implementation. However, thanks to the skillful work of mass mobilization, Tien Bo residential group, Trung Thanh ward (old Tan Phu ward) has created a high consensus among the people in creating a clean land fund, contributing to the success of the project.

Leveling the ground of Tan Phu 1 Industrial Park.

Tien Bo residential group is a rural area with vast fields of corn and rice. When the Tan Phu 1 and Tan Phu 2 Industrial Cluster Project was implemented, many people had to give up their residential and production land that they had been attached to for generations due to the direct impact of the project. This made the people worried and anxious.

Clearly aware that to have a clean site, the prerequisite of every investment project is the participation of the government and consensus from the people.

Therefore, right from the time of the policy of implementing the Tan Phu 1 and Tan Phu 2 Industrial Cluster projects, the Party Cell clearly determined that mass mobilization work must go one step ahead.

Mr. Ngo Van Hung, Secretary of the Party Cell, shared: If we want people to believe and follow us, we must first do the right thing and say the right thing. Mobilization cannot stop at slogans, but must come from reality, from the long-term and legitimate interests of the people. The responsibility of a Party member, the head of a grassroots Party cell, is to carry out all matters related to the rights and trust of the people with sincerity, closeness and understanding.

Land clearance is not simply a matter of measuring, declaring and providing compensation. For many households, it means having to leave their “hometown”, losing the fields and gardens that have supported their families for generations. Therefore, the work of persuading and persuading requires the staff to be patient, skillful and impartial, Mr. Hung added.

From that thought, closely following the direction of the Trung Thanh Ward Party Committee and the Party Committee's Mass Mobilization Block, the Party Cell proactively built the model of "Skilled Mass Mobilization in Site Clearance" in Tien Bo residential group, taking Party members as the core, promoting the role of oral propaganda at the grassroots level.

Tan Phu 1 Industrial Park has built some infrastructure items.

Party cell meetings, neighborhood group activities, and direct dialogues with each household are organized regularly and flexibly. Many times, the Party cell and organizations visit each family to listen to their thoughts, answer questions, and analyze pros and cons. Without imposition or orders, the comrades in the Party cell executive committee choose to talk with sincerity, responsibility, and a receptive attitude.

From seemingly ordinary conversations, Mr. Hung gradually helped people understand that: Development is inevitable and they are the first beneficiaries of the project. The formed industrial cluster will create local jobs, increase land value, promote trade and services, and open up a new future for local children.

Thanks to the perseverance and synchronization in the way of doing things, the spirit of “people know - people discuss - people do - people check - people benefit” was promoted, creating a close connection between the Party's will and the people's heart. Each household agreed to sign the land handover form.

Initial concerns and fears gradually disappeared. Tien Bo residential group became a bright spot in terms of high consensus among the people, no complaints, no cases of forced eviction.

In just a short time of implementation, more than 100 households agreed to hand over the entire planned area of over 30 hectares of land to the project. Up to now, most of the land area related to the two projects of Tan Phu 1 and Tan Phu 2 Industrial Clusters has been handed over on schedule. The site clearance work was carried out smoothly, ensuring harmony between the interests of the State, enterprises and the people. An important contribution to that result is the spirit of "skillful mass mobilization" of the Progressive Party Cell.
