Land clearance is always considered a difficult and complex issue, prone to conflicts and complaints in project implementation. However, thanks to skillful public relations work, the Tien Bo residential group in Trung Thanh ward (formerly Tan Phu ward) has created high consensus among the people in creating clean land, contributing to the success of the project.

The Tien Bo residential area was originally a rural region with vast fields of lush corn and rice paddies. When the Tan Phu 1 and Tan Phu 2 Industrial Cluster projects were implemented, many residents were directly affected and had to give up their homes and agricultural land that had been their livelihoods for generations. This has caused considerable concern and anxiety among the people.

It is well understood that, in order to obtain a clean site, the prerequisite for any investment project is the involvement of the government and the consensus of the people.

Therefore, right from the start of the plan to implement the Tan Phu 1 and Tan Phu 2 Industrial Cluster projects, the Party Committee of the Party Branch clearly determined that mass mobilization work must be one step ahead.

Mr. Ngo Van Hung, Secretary of the Party Branch, shared: "To gain the people's trust and support, we must first act and speak truthfully. Mobilization efforts cannot be limited to slogans; they must stem from reality, from the long-term and legitimate interests of the people. The responsibility of a Party member, the head of a grassroots Party branch, is to carry out any matter concerning the rights and trust of the people with sincerity, closeness, and understanding."

Land clearance is not simply about surveying, declaring, and providing compensation. For many households, it means having to leave their ancestral homes, losing the fields and gardens that have sustained their families for generations. Therefore, persuading and convincing people requires patience, skill, and impartiality from officials, Mr. Hung added.

Based on that thinking, and closely following the directives of the Trung Thanh Ward Party Committee and the Party Committee's Mass Mobilization Department, the Party Branch proactively built a model of "Effective Mass Mobilization in Land Clearance" in Tien Bo residential area, with Party members as the core, promoting the role of oral propaganda at the grassroots level.

Several infrastructure items have been constructed in the Tan Phu 1 industrial cluster.

Party branch meetings, neighborhood group activities, and direct dialogues with individual households are organized regularly and flexibly. On numerous occasions, the party branch and other organizations have visited families to listen to their concerns, answer questions, and analyze the pros and cons. Without imposing or giving orders, the comrades in the party branch committee choose to speak with sincerity, responsibility, and a receptive attitude.

Through seemingly ordinary conversations, Mr. Hung gradually helped the people understand that development is inevitable and that they are the first to benefit from the project. The industrial cluster, once formed, will create local jobs, increase land value, boost trade and services, and open up a new future for the local children.

Thanks to perseverance and a coordinated approach, the spirit of "the people know - the people discuss - the people do - the people inspect - the people benefit" has been fostered, creating a close connection between the Party's will and the people's aspirations. Each household has agreed to sign the land handover petition.

The initial concerns and anxieties gradually faded away. Tien Bo residential area became a shining example of high consensus among the people, with no complaints and no cases of forced eviction.

Within a short period of implementation, over 100 households agreed to hand over the entire planned area of ​​over 30 hectares of land to the project. To date, most of the land related to the two Tan Phu 1 and Tan Phu 2 Industrial Cluster projects has been handed over on schedule. Land clearance has been carried out smoothly, ensuring a balance between the interests of the State, businesses, and the people. A significant contribution to this result is the skillful "people mobilization" spirit of the Tien Bo Party Branch.
