The US Federal Communications Commission (FCC) has issued a rule making it illegal to make pre-recorded spam calls (robocalls) using voices created by artificial intelligence (AI).
The issue has come to the forefront of public attention after a fake call from US President Joe Biden went viral last month, urging people not to vote in the New Hampshire primary. FCC Chair Jessica Rosenworcel said bad actors are using AI-generated fake voices to inject pre-recorded calls, impersonate celebrities and spread misinformation to voters. The US government will have new tools to stop these types of spam calls.
The FCC rules that AI-generated voice calls are spoofed, violating the Telecommunications Consumer Protection Act (TCPA). This is the highest law the FCC uses to stop spam calls, restrict telemarketing calls, and the use of automated telephone dialing systems. The rule makes it illegal to use a fake voice in a pre-recorded spam call, allowing authorities to prosecute those who generate these calls.
The number of such spam calls has increased significantly in recent years amid the proliferation of automated calling systems. A group of 26 state attorneys general in the US has asked the FCC to tighten regulations on the use of AI-generated voices in telemarketing calls.
