Nậm Pồ places emphasis on training and fostering political theory.

In reality, grassroots cadres play a crucial role in organizing mass movements, harnessing the strength of the political system at the grassroots level, and successfully achieving socio -economic development goals and tasks, as well as building a clean and strong Party and political system. Following the motto "learning goes hand in hand with practice" and "putting the learner at the center," the cadres and lecturers of the District Political Center have reformed their teaching methods, linking theory with practice and sharing practical work experience. Training and refresher programs have closely followed the guidelines of the Central Propaganda Department, the Provincial Party Committee's Propaganda Department, and the direction of the District Party Committee's Standing Committee to ensure they are relevant to reality and address pressing issues.

Mr. Lo Van Kien, Head of the Propaganda Department of the Nam Po District Party Committee and Director of Nam Po District, said: The Center currently has 3 full-time staff and lecturers, and 14 part-time lecturers. Annually, the Center collaborates with various departments, agencies, and organizations to advise the District Party Committee on developing plans to organize training and refresher courses for various target groups, in accordance with the political tasks of each locality. At the same time, it regularly directs and guides the lecturers to focus on supplementing and updating new data, new issues, and the practical situation of the locality, ensuring both the required content and the innovation of lecture content.

The center has innovated the way exam and test questions are formulated, using both essay and multiple-choice formats. Lecturers have flexibly and creatively applied traditional teaching methods combined with active learning methods, effectively utilizing information technology in teaching, such as: creating vivid electronic lesson plans, using visual materials, videos , and illustrative clips... Information exchange between teachers and students has been strengthened, creating an enthusiastic atmosphere and promoting the active and proactive participation of learners. This has created a good environment for training students in organizational discipline, contributing to consolidating, nurturing, and maintaining the ideological stance of cadres and Party members at the grassroots level. From 2017 to August 2023, the center organized 124 training courses for 7,584 students; including 38 courses on Party awareness, 27 courses on political theory for new Party members, and 8 intermediate-level political theory courses…

However, according to Mr. Lo Van Kien, because Nam Po is a newly established district, the training and fostering of political theory for cadres and Party members still faces many difficulties, especially since the district has not received investment in office buildings, meeting halls, dormitories, and dining facilities for trainees since its establishment (currently, two official rooms are being used as workspaces). Regarding the basic political theory course, the district cannot organize classes due to the inability to provide accommodation, living facilities, and meals for trainees… There are also difficulties in implementing policies and regulations for political theory and professional training courses for the Fatherland Front and other mass organizations; and specialized training courses.

To further improve the quality of political theory training and education for cadres and Party members, in the coming time, the Nậm Pồ District Political Center will proactively, actively, and creatively organize the implementation of its functions and tasks; expand the types of training and education. It will also organize professional development sessions for full-time and part-time lecturers to standardize lecture content, lesson planning, and teaching methods.

At the same time, the Center sent personnel to participate in lectures and competitions for excellent political theory lecturers organized by the province; surveyed and gathered feedback from students on the teaching methods of each lecturer to learn from experience and gradually improve the teaching quality of full-time and part-time lecturers… The Center continued to invest in facilities and equipment, and effectively managed and utilized 12 offices and classrooms after they were handed over by the District Party Committee from the old headquarters, meeting the requirements of teaching and learning.
