Improve the efficiency of labor export activities

In recent years, labor export activities have contributed to developing human resources, creating jobs, creating income and improving skills for workers, increasing foreign currency revenue for the country. According to information from the Department of Overseas Labor Management (Ministry of Labor, War Invalids and Social Affairs), by the end of 2022, the Vietnamese labor force was present in 40 countries in more than 30 fields and industries; on average, we have sent more than 100,000 people to work abroad each year. The amount of remittances sent back to the country by overseas workers each year is about more than 3 billion USD.

However, according to many experts, besides the above positive figures, the outstanding limitation in labor export activities in recent times is that up to 90% of Vietnamese workers sent abroad are unskilled workers, and their income is not high compared to the general level of the region and the world . Given the trend of the international labor market, it is time for us to promote sending trained and skilled workers to work abroad, increasing the proportion of high-quality workers in the labor export structure.

In fact, promoting the sending of trained and skilled workers to work abroad has brought "double" benefits to workers as well as our country's economy . Skilled and high-quality workers will have much higher incomes when working abroad than unskilled and untrained workers. A recent survey shows that the average monthly income (including overtime) of Vietnamese unskilled workers working abroad is 400 - 600 USD (9.5 - 14.3 million VND) in the Middle East market; 700 - 800 USD (16.6 - 19 million VND) in the Taiwan market... However, for skilled workers, the income can reach 27.5 - 34 million VND/month (working in Germany) or 52.8 - 66 million VND/month (working in Australia). Thus, skilled workers and high-quality workers will have higher incomes and more savings.

On the other hand, after the end of their working time abroad, the number of skilled workers returning home will become an important source of supply for businesses in particular and the economy in general because at that time, they not only have skills but also experience and discipline due to working for a long time in a professional environment abroad. This is a resource for businesses to promote the application of technical advances and build a disciplined and effective working environment.

Speaking to the press, Mr. Nguyen Gia Liem, Deputy Director of the Department of Overseas Labor Management (Ministry of Labor, War Invalids and Social Affairs), acknowledged that according to the Law on Vietnamese Workers Working Abroad under Contract, we encourage sending skilled workers to other countries not only to solve employment and income problems but also to improve their skills, advanced technical knowledge, and machinery. "Not only are workers paid a good income, but the fact that they have knowledge and qualifications is also a factor that helps them have a more stable position in their work when a crisis occurs. For example, during the COVID-19 pandemic, unskilled workers will be cut, but competent workers will still be retained," the Deputy Director of the Department of Overseas Labor Management emphasized.

In fact, the increase in sending trained and skilled workers to work abroad has helped businesses have more opportunities to access good markets, bringing high income to workers. Workers themselves are also more aware of self-training to improve their foreign language skills and develop their skills to find better job opportunities abroad.

Many experts believe that, in order to improve the efficiency of sending trained and skilled workers to work abroad, in the coming time, it is necessary to do a good job of selecting and training workers in terms of expertise, skills, foreign language proficiency and sense of discipline, creating a position for Vietnamese workers abroad. At the same time, develop a plan to send Vietnamese workers to participate in investment projects, services or commercial activities to improve knowledge, accumulate experience, and practice high professional skills to best meet the requirements of potential markets for labor export.

In addition, it is necessary to do a good job of connecting labor export enterprises with vocational training institutions. Enterprises need to provide vocational training institutions with more study and work programs in each market to update enrollment information and training programs. Vocational training institutions need to make efforts to improve training quality, meeting the requirements of enterprises, especially professional skills, foreign language proficiency, and employees' sense of discipline.

Localities and authorities at all levels should step up information, propaganda and dissemination of policies and laws on labor export activities; and have financial support policies to help workers have the conditions to study and improve their qualifications and capacity./.
