Improving the efficiency of outbound tourism management.

According to the Vietnam National Tourism Administration, strengthening management of outbound tourism aims to improve the effectiveness of state management of international travel service businesses, ensuring that the activities of taking Vietnamese tourists abroad are organized in accordance with the law, safely and in a civilized manner.

The Vietnam National Tourism Administration has recently issued document No. 1217/CDLQGVN-QLLH to international travel service businesses regarding strengthening management of outbound tourism activities.

Accordingly, in recent times, outbound tourism to foreign countries has continued to develop, contributing to promoting international exchange and meeting the needs of people for sightseeing, tourism, learning, and experiences.

Besides the positive results, monitoring the actual situation and information from relevant agencies shows that there are still some cases of citizens exploiting tourism activities to illegally leave the country, reside or work abroad, posing a potential risk to the rights of tourists, the reputation of travel businesses, and the image of Vietnamese tourism.

To enhance the effectiveness of state management over international travel service businesses and ensure that the activities of taking Vietnamese tourists abroad are organized in accordance with the law, safely and in a civilized manner, the Vietnam National Tourism Administration requests that international travel service businesses seriously implement the following contents.

First and foremost, businesses providing international travel services must strictly comply with the laws and regulations on tourism, immigration, and other relevant legal provisions. Organizing and conducting tours abroad must be carried out within the scope of their licensed business activities and for the purposes outlined in the registered tour program.

Furthermore, it is necessary to strengthen the management of tourists before, during, and after the tour program. Businesses need to proactively review customer information and enhance their responsibility in managing records, travel contracts, and tour itineraries. In addition, they should promptly identify cases with high-risk signs or those exploiting tourism activities for illegal emigration.

The Vietnam National Tourism Administration requests that international travel service businesses refrain from organizing, brokering, assisting, or concealing in any way any acts that exploit tourism activities for illegal emigration, illegal residence, illegal employment, or other violations of the law abroad.

Businesses also need to enhance the responsibility of those in charge of travel services, tour guides, and group leaders in managing tour groups; regularly monitor the situation of tour groups throughout the tour program; and proactively coordinate with foreign partners and relevant authorities to promptly handle any arising situations.

Public awareness campaigns need to be intensified to ensure that tourists strictly abide by Vietnamese law and the laws of the host country; comply with regulations on immigration, residence, security, order, cultural conduct, and safety during their participation in overseas tours.

When incidents involving Vietnamese tourists occur abroad, the Vietnam National Tourism Administration requests that businesses proactively coordinate with Vietnamese representative offices abroad, local authorities, and relevant units to handle the incident. Simultaneously, they should promptly report the matter to the Vietnam National Tourism Administration and relevant authorities for coordinated monitoring and handling in accordance with regulations.

Furthermore, international travel service businesses need to regularly review and improve their risk management processes, enhance legal responsibility, professional ethics, and compliance with the law in their international travel business operations. This will contribute to building a safe, civilized, and healthy tourism environment, protecting the reputation and image of Vietnamese tourism internationally.
