Production organization is one of the criteria that plays an important role in building advanced new rural areas (NTM), model NTM, and is the foundation for transforming small-scale, fragmented production and farming households into large-scale commodity production and production according to value chains. Clearly identifying that, in recent years, localities in the province have made efforts to develop production, promote strengths, and build potential models suitable to market needs.

To effectively implement criterion No. 13 on production organization in the National Criteria for New Rural Communes, the province has directed relevant levels, sectors and localities to promote restructuring of the agricultural sector, the One Commune One Product (OCOP) program, focusing on solutions to improve the operational efficiency of cooperatives, support start-up businesses in rural areas... with many mechanisms and policies that have been issued and implemented in practice.
Thereby contributing to the transformation of agricultural production, comprehensive and correct rural development. In 2023, the value of the province's agriculture, forestry and fishery sector increased by 5.29% compared to 2022.
In Hong Chau commune (Yen Lac), determining that implementing the production organization criteria is the foundation for completing the criteria on income and poverty rate, for many years the local government has focused on developing production, propagating and mobilizing people to change the structure of crops and livestock, applying economic and technical advances to production associated with implementing the OCOP program and developing production towards commodities.
From production relying mainly on some traditional crops such as corn, rice, etc., agriculture in Hong Chau has made positive changes. A series of new, high-yield crops have been put into trial cultivation and expanded in the commune such as Dien grapefruit, pink banana, green hemp, medicinal plants and some ornamental plants for Tet, etc., bringing high economic value.
In the commune, there are a number of businesses interested in investing in production development such as Thanh Xuan Agriculture and Trade Services Company Limited, Green Garden Clean Agricultural Products Company Limited with a model of growing melons using high technology according to VietGAP standards.
Most recently, Vietnam Medicinal Plants Joint Stock Company has cooperated with a number of households in the commune to build a medicinal plant production area according to GACP-WHO standards with an area of 3 hectares/crop.
With positive changes, Hong Chau commune currently has 2 agricultural products recognized as 3-star OCOP products at the provincial level, basically completing criterion 13 on production organization in building advanced new rural areas. In 2023, the average income of Hong Chau commune increased to 68 million VND/person/year.
Not only developing production based on the strengths of each locality, innovating the form of production organization is also considered one of the important solutions, creating a turning point in production development in many places.
Accordingly, in recent times, the agricultural sector has guided many agricultural cooperatives to convert cooperatives according to the 2012 Law on Cooperatives; guided the implementation of farm economy according to Circular No. 02/2020 of the Ministry of Agriculture and Rural Development .
In 2023, the Department of Agriculture advised and established 4 new agricultural cooperatives, bringing the total number of agricultural cooperatives in the province to over 300. Agricultural cooperatives in the province are developing in the direction of diversifying service types to better meet the needs of members and the market.
In 2023, the average revenue of agricultural cooperatives is estimated to reach over 1 billion VND/cooperative, with an average profit of 200 million VND/cooperative/year. Some typical agricultural cooperative models operate effectively according to the production method associated with the value chain according to the 2012 Law on Cooperatives such as Nhan Ly Agricultural Service Cooperative (Binh Xuyen); Tam Dao Mushroom Cooperative (Tam Dao), Vinh Phuc Safe Vegetable Cooperative (Tam Duong)...
Innovation in production organization and rural economic development has contributed to raising the average income in rural areas to 60 million VND/person in 2023.
According to the National Criteria for New Rural Communes at all levels for the 2021-2025 period issued by the Prime Minister, the production organization criteria have been supplemented with many new indicators compared to the previous period. This is a significant challenge for localities on the journey to building New Rural Areas.
To overcome difficulties, complete production organization criteria, as well as successfully implement the program of building advanced and exemplary new rural areas, sectors and localities continue to effectively implement issued policies and mechanisms.
At the same time, improve the operational efficiency of production organization forms, prioritizing agricultural cooperatives applying high technology and linking along value chains; implement policies to attract and encourage businesses to invest in agriculture and rural areas.
By 2024, the province strives to have 10 more communes recognized as meeting advanced NTM standards; 10 communes recognized as meeting model NTM standards and 2 communes recognized as meeting smart commune standards.
