In her opening remarks at the training course, Associate Professor Dr. Ho Thi Kim Thanh, Vice Rector of Hanoi Medical University, emphasized the particularly important role of primary healthcare in the people's health care system. In the context of the current local governance model reform, standardizing the capacity of healthcare workers at the commune/ward level is not only an urgent requirement but also a fundamental condition for the health sector to adapt to new demands, gradually shifting from a "cure" mindset to a "prevention" mindset, protecting and caring for people's health comprehensively, proactively, and continuously.

Speaking at the event, Dr. Nguyen Trong Dien, Director of the Hanoi Department of Health, emphasized that primary healthcare plays a fundamental role in initial health care. Therefore, health stations need to effectively carry out key tasks such as regular health check-ups for the people; managing, monitoring, and caring for health based on electronic health records; and simultaneously improving the capacity for medical examination and treatment, disease prevention and control, ensuring food safety, population work, childcare, and social welfare beneficiaries. Improving the capacity of primary healthcare in the context of implementing a two-tiered local government model is not only a requirement for organizational restructuring but also a comprehensive transformation of the healthcare sector's operational methods towards a modern, proactive, and people-centered approach. Based on this practical requirement, the Hanoi Department of Health has proactively collaborated with Hanoi Medical University to propose the development of a capacity-building training program for primary healthcare workers.

This is the first continuing education course with 50 participants, including leaders of health stations and sub-stations… from 5 pilot communes and wards: Vinh Hung, Quang Oai, Phu Xuyen, Chuong Duong, and Son Tay. According to the approved program, the course consists of 160 hours, including 48 hours of theory and 112 hours of practice, focusing on topics such as organizing health station operations; managing health insurance-covered medical examinations and treatments and controlling payment risks; managing the quality of medical services and ensuring patient safety at the grassroots level…

Following the direction of the Hanoi Department of Health, based on the results of the pilot implementation, the program will be further expanded to train 126 communes and wards in the city. In addition, the Department of Health has collaborated with Bach Mai Hospital to develop a training program on initial emergency care for these 126 communes and wards, gradually establishing a mechanism for regular and continuous training for the grassroots healthcare system.
