Enhancing the role of the leader

During working sessions with local authorities, Standing Deputy Secretary of the City Party Committee Pham Duc Tien repeatedly emphasized: Streamlining the apparatus is not simply about organizational restructuring, but more fundamentally about creating conditions to maximize potential and strengths, in order to promote rapid and sustainable socio -economic development.

Permanent Deputy Secretary of the City Party Committee Pham Duc Tien stated that the new apparatus needs to operate effectively and efficiently, serving the people and businesses in the best possible way. However, in the initial stage, difficulties in structure, personnel, and task delegation are unavoidable. Therefore, the requirement is that each official and Party member, especially the leaders at all levels, must clearly demonstrate political acumen, a spirit of dedication, and exemplary conduct in their actions, from leadership thinking and innovative management methods to ethical standards in public service.

On July 25, 2025, Conclusion No. 179-KL/TW of the Politburo once again clearly affirmed the role of leaders in directly directing and resolving shortcomings at the grassroots level. Reviewing obstacles and promptly removing barriers in land, investment, construction permits, taxes, administrative procedures, etc., cannot be delayed. Leaders must be held accountable, without shirking responsibility, avoiding accountability, or allowing bottlenecks to occur.

This also requires a streamlined organizational structure that operates smoothly; the right people are assigned to the right jobs; and coordination between departments and lower-level authorities is maximized. All of this can only be achieved when leaders know how to listen, prioritize important tasks, and create a culture of efficient and decisive work.

From setting a good example to taking concrete action.

The spirit of setting an example, daring to think and act, is not limited to general guidelines but is gradually transforming into concrete actions in each locality and each Party committee throughout Hue City. At the Party congresses of wards and communes for the 2025-2030 term, this spirit is placed at the center of key objectives, programs, and breakthroughs in development.

In Thuan Hoa ward, the Party Committee has set out 9 development targets, 5 key programs, and 5 breakthroughs for the new term 2025-2030. The ward's Party Secretary, Mr. Nguyen Dinh Bach, shared: “To create a strong transformation, first and foremost, cadres must innovate their thinking, elevate their actions, dare to think big, do big, and be creative. This requires each cadre and Party member to truly commit themselves, have aspirations, and possess a sense of responsibility; among them, leaders must be exemplary and dare to take responsibility for all results.”

Similarly, Huong Tra ward has also set specific goals such as an average annual budget revenue growth of 12-15%, an average per capita income of 140-150 million VND by 2030, and striving to eliminate poverty by 2030… To achieve these goals, the Ward Party Secretary, Mr. Nguyen Duy Hung, stated: “It is necessary to build a team of cadres and Party members with impeccable ethics, prestige, and sufficient capacity, with the exemplary role of the leaders being key. Along with that, we must focus on training and nurturing cadres with vision and management capabilities, and implement transparent and objective evaluation, planning, and appointment processes.”

New thinking on organizational structure is also being applied flexibly. At the First Congress of the Thuan Hoa Ward Party Committee, term 2025-2030 (August 2nd), Deputy Secretary of the City Party Committee and Chairman of the Hue City People's Committee, Nguyen Van Phuong, affirmed his expectations for a generation of young, well-trained cadres with strategic thinking to meet the demands of the new era. The selection of cadres should not only be based on experience but also on character, a spirit of innovation, a willingness to take responsibility, and work efficiency.

“In the context of Hue gradually asserting its role as a unique heritage city and moving towards becoming a centrally-governed city, the spirit of ‘setting an example – daring to think – daring to act’ is no longer just a slogan, but needs to become the standard of action for the entire political system. From the city level to the commune level, from leaders to professional staff, everyone must have a proactive mindset, dare to take responsibility, be creative in their approach, and be decisive in their actions,” the Chairman of the People's Committee of Hue City expressed his wish.

The 2025-2030 term, with its many new demands for infrastructure development, digital economy, green transformation, smart urban governance, etc., will present considerable pressure on the 2C local government model in Hue City. However, if the leadership and management team clearly demonstrate their capabilities and exemplary spirit in innovation, act for the common good, and are not afraid of confrontation, then breakthroughs in all areas will certainly be achieved.
