The above guiding principle is very correct and meets the requirements for leadership, guidance, and organization of practical tasks today. It is essential to be mindful of one's roles within each organization, considering the specific principles, mechanisms, and regulations governing their operation, in order to "play the right role and understand the job."

Dialectical significance

How should we understand the concept of "playing the right role and knowing the lines"?

"Playing the right role" means that each official performs their assigned functions, duties, and responsibilities correctly, fulfilling their assigned duties and roles while handling various tasks in different positions and roles.

This also means that each person is assigned multiple "roles" and responsibilities, but when performing a specific task in any role, they must adhere strictly to the functions, duties, and authority of that role. They must not encroach on or overlap with other roles, nor abuse their power, and must fulfill all their responsibilities and duties in each role.

This is a deeply philosophical issue, because human beings are a complex web of social relationships, and in each role, those relationships require "proper naming"—an important doctrine of Confucianism.

"Being proficient" means that every official must thoroughly understand the general guidelines, policies, and laws, clearly grasp the specific content of their work, and be familiar with the methods, procedures, and approaches required for each task assigned to them. If officials are not proficient, they cannot perform their duties effectively, cannot persuade others, and may even face serious consequences.

"Playing the right role" and "knowing the job well" also have a dialectical relationship with each other. Each position and role that an official undertakes requires different methods and approaches, or they may complement each other.

It is crucial that the official correctly identifies their role and responsibilities, and selects the right content and methods to implement them in the most appropriate and effective way. At the same time, the official needs to understand that each role they undertake has its own organizational and operational principles, and they must avoid confusion during the implementation process.

The right, long-term guiding principle.

"Playing the right role and knowing the script" is raising many issues that need reflection in current practice. In reality, many officials, especially key officials and heads of agencies and units, are implementing this approach very well.

Many comrades who were assigned both the role of permanent member of the Party committee and the key position in the government sector have performed their roles well.

In his role as a Party committee member, he actively worked with the collective Party committee to lead, advise, and propose many policies, tasks, and solutions for the collective Party committee to unanimously lead and implement according to the Party committee's working regulations; when assuming the role of head of a government position, he successfully "played the role" in leading and organizing the implementation of tasks set by the Party committee using the tools permitted by policies and laws in that role, and according to the principles and working regulations of his agency or unit.

However, while many comrades have "played their roles correctly and are well-versed in their duties," some have not. Inspection results from disciplinary committees at all levels in the past have revealed a series of shortcomings and violations related to the implementation of the principle of democratic centralism, working regulations, laxity, and a lack of responsibility in leadership and management… One of the important causes of these shortcomings and violations is that cadres have not "played their roles correctly and are well-versed in their duties."

As the head of the Party committee, a matter falling under the collective authority for consideration and decision should ideally be discussed and decided upon by the committee as a whole, in accordance with the working regulations. However, instead of bringing it to the committee, or doing so but failing to adhere to the principle of democratic centralism, lacking democratic discussion, and imposing one's will as the leader, this leads to authoritarianism, violations of working regulations, and decisions that are incorrect or ill-considered.

Therefore, when the same leader or manager assumes multiple roles, it is sometimes easy to get confused, to overstep boundaries, to abuse power, and to violate principles, methods, and procedures.

In light of the current demands for reform and streamlining of the political system's organizational structure to ensure effective and efficient operation, the role and responsibility of leaders in setting a good example are crucial.

Therefore, the principle of "playing the right role and knowing the job well," as General Secretary Nguyen Phu Trong once emphasized, is a correct and long-term guiding principle, especially when the leader has to simultaneously handle an urgent issue in different roles and organizations.

I believe that being mindful and placing oneself within the specific roles of each organization one undertakes, taking into account its unique principles, mechanisms, and operating regulations, is a prerequisite for "playing the right role and mastering the task."
