Vietnam Bank for Social Policies: Credit growth of more than 30,400 billion VND in 9 months

The Vietnam Bank for Social Policies has achieved many successes in the first 9 months of the year.

Efficient, stable and smooth operation

According to the report, as of September 30, 2025, the total capital of the VBSP reached nearly VND 422,700 billion, an increase of 10.6% compared to the end of 2024. Of which, the local budget capital entrusted to the VBSP continued to increase by VND 12,500 billion, bringing the total to VND 63,200 billion, accounting for 14.9% of the total capital. Notably, 31/34 branches have completed and exceeded the capital plan assigned in 2025.

In the first 9 months, lending turnover reached over 105,400 billion VND, with over 1.66 million poor households and policy beneficiaries accessing capital. Debt collection turnover reached 68,300 billion VND, equivalent to 64.8% of lending turnover.

By the end of the period, the total outstanding policy credit balance reached VND 398,100 billion, an increase of VND 30,400 billion, equivalent to 8.3% compared to the end of 2024. Currently, there are nearly 6.73 million poor households and policy beneficiaries with outstanding debt.

Overdue debt and deferred debt of the whole system stood at VND2,174 billion, accounting for 0.55% of total outstanding debt. Notably, 31/34 branches maintained the overdue debt ratio below 0.5% of total outstanding debt, reflecting the guaranteed quality of policy credit.

Implementing Resolution No. 18-NQ/TW (October 25, 2017), Conclusion No. 127-KL/TW (February 28, 2025), Resolution No. 60-NQ/TW, and Decision No. 759/QD-TTg (April 14, 2025) of the Prime Minister on the arrangement of administrative units at all levels and the construction of a 2-level local government model, the VBSP has completed the restructuring of the apparatus in accordance with the plan approved by the Board of Directors (BOD).

The new apparatus has been put into stable operation, staff have been appropriately arranged, ensuring that units continue to perform their tasks, and workers can work with peace of mind. After the arrangement, the entire system still fully implements activities and maintains stability and smoothness.

Commune transaction activities are maintained as before, transaction locations are arranged by the Commune People's Committee, ensuring safety and convenience for people. Transaction point names, signs, and public boards have been adjusted to suit the two-level government model. As of September 30, 2025, the whole country has 9,970 transaction points. The Social Policy Bank has arranged forces to ensure safe and smooth transactions; 100% of branches are assessed to have good quality of commune transaction activities.

Over the past 9 months, policy credit capital has contributed to creating jobs for more than 601,000 workers, of whom more than 6,800 people went to work abroad for a limited period; helped nearly 4,100 people who had completed their studies to have stable jobs; supported more than 20,000 disadvantaged students to borrow money to study, of which 788 students studied STEM; built more than 1.2 million clean water and rural sanitation works; built more than 2,900 houses for poor households and nearly 7,500 social houses for low-income people.

Promote mobilization of entrusted capital from local budgets

Speaking at the conference, General Director of the Vietnam Bank for Social Policies Duong Quyet Thang highly appreciated the efforts of the entire system in completing its tasks well in the past 9 months, ensuring the maintenance of a stable and effective network of operations, especially the operations of transaction points and savings and loan groups after the administrative unit arrangement according to Resolution No. 60-NQ/TW.

Also on the occasion of the 30th anniversary of the establishment of the Bank for the Poor to the current Vietnam Bank for Social Policies, Mr. Duong Quyet Thang emphasized that over the past 30 years, the entire system has undergone a process of formation and development, becoming a special policy banking model, unique to Vietnam, with recognized contributions, especially the title of Hero of the Renovation Period.

Promoting the achievements, the General Director requested units at the Head Office and branches in provinces and cities to proactively follow and coordinate with local authorities, strengthen the implementation of Directive 39-CT/TW, successfully complete assigned tasks, and at the same time pay attention to checking and supervising debt collection, improving the quality of policy credit.

Regarding the direction for the coming time, he requested that the entire system needs to research and identify appropriate directions for the new situation and new era; ensure capital and resources to serve policy subjects; perform well the work of administration, inspection and supervision; strengthen the modernization of information technology and be dedicated, devoted and determined to build an increasingly strong system, contributing to stabilizing social security.

On this occasion, the Organizing Committee announced the decisions to reward individuals and groups with achievements in emulation movements and groups of branches of the Social Policy Bank of provinces and cities with outstanding achievements in deploying and implementing tasks in the past 9 months. At the same time, it launched a campaign to all cadres, union members, and workers in the system to donate and support people to overcome the consequences of storm No. 10.
