On the afternoon of October 9, the Management Board of Traffic Construction Investment Projects of Ho Chi Minh City (Traffic Board) informed at a press conference about the socio -economic situation and the progress of the project component 1 of the Ring Road 3 section through Ho Chi Minh City.
According to the Traffic Department, by the end of September 2025, the project had disbursed 2,619/4,481 billion VND, reaching 60.1% of the plan. The disbursement work is closely monitored every month to ensure the progress assigned by the city leaders. From now until the beginning of 2026, the construction units will continue to increase the workload, striving to disburse 100% of the assigned capital.
To achieve this goal, the Traffic Department has implemented many flexible solutions: working overtime in 3 shifts and 4 shifts, working during holidays to speed up progress; applying temporary payment for components and materials mobilized to the construction site; and adjusting the rate of advance recovery to support cash flow for contractors.

Currently, the project is implementing 10 main construction packages at the same time, with output reaching about 60.1% of the construction value. On September 19, the Traffic Department launched the movement "100 days and nights of competition to speed up the project's progress" with the participation of signing agreements between the investor, contractors and supervision consultants.
According to the commitment, the section passing through Thu Duc city (formerly) will be technically opened to traffic for 12.8km of the overpass from the Ho Chi Minh City - Long Thanh - Dau Giay expressway interchange to the Dong Tron bridge area on December 19, 2025. The entire 14.7km overpass will be completed and opened to traffic synchronously with the Tan Van interchange on April 30, 2026.
In Cu Chi, Hoc Mon and Binh Chanh districts (formerly), the 32.6km long route is expected to have crushed stone pavement in December 2025 and officially open to traffic on April 30, 2026.
According to the Traffic Committee, thanks to the strong direction of the Prime Minister , Deputy Prime Ministers and the support of the Ho Chi Minh City People's Committee and localities with mineral mines, problems related to construction material sources have been basically resolved.
For sand for embankment, the project is currently allocated from 16 sand mines in Vinh Long and Dong Thap, with a total capacity of 3.9 million m³, ensuring enough for the remaining demand of about 1.54 million m³. For construction stone, 9 mines in Dong Nai and Binh Duong provide about 1.55 million m³, meeting the demand of 2025 (about 1.25 million m³) and continue to supply additional in 2026.
However, as key national projects such as Long Thanh airport and the North-South expressway also accelerate construction at the end of the year, the volume of materials mobilized is expected to be very large. The Transport Department recommends that localities continue to prioritize the supply of materials and ensure the source of stone for the project.
Ho Chi Minh City Ring Road 3 is one of the key national infrastructure projects, playing a strategic role in connecting the key economic region in the South, reducing the load on the inner city and expanding the urban development space. When completed, the route will help shorten the travel time between Ho Chi Minh City and neighboring provinces, promote logistics, create momentum for socio-economic development, especially in the western and eastern gateway areas of the city.
Ho Chi Minh City sets up special working group for An Phu project
The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said it is speeding up construction of the An Phu intersection project and is determined to handle contractors who are behind schedule.
The Traffic Department has coordinated with relevant units to carry out construction day and night, while monitoring and considering applying strong measures such as: transferring volume, terminating contracts, confiscating guarantees, reporting to the City People's Committee and posting information about violations on the National Bidding Network.
Contractors who continue to delay may be banned from construction in Ho Chi Minh City.
At the same time, the Traffic Department will strengthen inspection, supervision, and mobilization of construction resources, and adjust technical measures at overpass sections to shorten time and increase construction volume.
The Board has also established a special working group consisting of board leaders, specialized departments, project management board and supervision consulting unit to closely monitor the project, promptly handle arising difficulties, and ensure the project is completed on schedule.
