According to Prof. Dr. Su Dinh Thanh, Director of Ho Chi Minh City University of Economics (UEF), who is very interested in the development role of Dong Nai in the overall development of the Southeast region and the whole country, to effectively solve the problem of high-quality labor for development, Dong Nai needs to plan and rearrange the system of vocational training facilities closely following the general planning of the province.
Advantages of becoming a training center
From the strong industrial development process right after the country's renovation and international integration, today Dong Nai has become a large and diverse labor market in many fields and professions. New opportunities for the labor force will be many times greater, when Dong Nai is completing all types of transportation popular in the world . In addition to roads, railways, and waterways, Dong Nai has Phuoc An Port opening to the sea, and soon there will be Long Thanh International Airport connecting to all countries in the world.
Not stopping there, Dong Nai is also placing its hopes on developing the North-South high-speed railway system, the urban railway connecting with the country's largest economic locomotive, Ho Chi Minh City. In which, metro line No. 1 of Ho Chi Minh City will be connected to Tran Bien ward and Long Thanh Airport. Along with that, there is also an urban railway connecting Long Thanh Airport with Tan Son Nhat Airport. Recently, experts and scientists have proposed a plan to build a railway connecting Dong Xoai ward with Tran Bien ward to strengthen traffic connection after the merger of Binh Phuoc province with Dong Nai.
High-quality human resources will be one of the important foundations for breakthrough development.
In the 2025-2030 term, the province will be determined to improve the operational efficiency of existing training facilities, and at the same time rearrange vocational training facilities to limit the spread and fragmentation of investment resources. The province will also study to invest in a number of key training facilities, attracting businesses to participate in high-quality vocational training. High-quality human resources will be one of the important foundations for the province's breakthrough development in the new period.

During his visit and work in Dong Nai province, Professor Ha Hun Koo, former Head of Logistics Department, Asia Pacific Logistics School, Inha University, member of the Advisory Committee on Transport Infrastructure Investment, Ministry of Land and Transport of Korea, predicted that Dong Nai will enter a new strong development cycle thanks to breakthroughs in transport infrastructure and infrastructure of high-tech industrial parks. New fields will be a strong "push" for the province such as: aviation services and industry, logistics, information technology, semiconductor chips, biotechnology... Investors in these fields will quickly come to Dong Nai to take advantage of the province's new advantages.
Not beyond the forecast of experts and scientists, in the 2020-2025 term, Dong Nai has witnessed the explosion of many large infrastructure projects, domestic investment capital and foreign direct investment (FDI) increased quite strongly, despite the very difficult economic times. Among them are many high-tech investors in fields with high added value such as: electronics, semiconductors, logistics, aviation services... In addition, the province has also accelerated the expansion and development of new industrial parks in the direction of attracting new generation investors in high-tech fields.
Typically, at the end of 2023, Coherent Group (USA) proposed to invest in 3 high-tech projects in the field of semiconductor chips in Nhon Trach Industrial Park 1 and 2 (Nhon Trach commune) and all 3 projects were granted investment certificates by the province in mid-2024. Recently, Coherent inaugurated the investment project and is continuing to promote the remaining 2 projects with a total capital of more than 1 billion USD, and expects to achieve export turnover of up to 1.2 billion USD per year.
Need for high quality human resource training strategy
According to statistics from the Department of Education and Training, Dong Nai province currently has 4 universities, 2 university branches, 12 colleges, and 7 secondary schools. The scale of Dong Nai's university and vocational education in the Southeast region is second only to Ho Chi Minh City. The province's vocational education has increasingly met the human resource needs of businesses. However, the quality of human resource training in the province has not yet met the needs of businesses and society. Currently, highly skilled workers in key industries are still lacking in quantity and have not met the quality requirements. In particular, some new fields such as semiconductor microchips, chip design, etc. are still open. Accordingly, the province should have a comprehensive project on planning and rearranging the system of public vocational training institutions, from which to have a breakthrough and long-term effective investment plan. In particular, it is necessary to strongly arrange public training facilities that do not meet standards, have degraded facilities, and have overlapping training professions but are ineffective.

Building a training brand will cost a lot of resources, and it will also take many years to affirm the brand. Therefore, the province needs to have a policy mechanism to attract large universities to Dong Nai to build training facilities.
Dr. Lam Thanh Hien, Principal of Lac Hong University, said: Recently, the school has been recognized as meeting international accreditation standards. In the coming time, the school will continue to invest to meet the US ABET accreditation standards. The school will also make strategic investments in new industries, especially the semiconductor industry, where very few schools currently have enough resources to invest in training. Therefore, the school hopes that the province will continue to create favorable conditions in terms of land and policies so that it can continue to develop into a strong training unit of the province.
Meanwhile, according to the Board of Directors of Binh Phuoc College, in 2019, the school was established on the basis of merging 3 colleges: Binh Phuoc Pedagogical College, Binh Phuoc Vocational College and Binh Phuoc Medical College. After its establishment, the province paid attention and prioritized the school with large resources to invest in new facilities and purchase training equipment. The school's goal in the coming years is to have 100% of its training programs meet national and ASEAN accreditation standards.
