Recognizing that the application of information technology and digital transformation is a key task aimed at innovating teaching, learning, and management methods, contributing to improving the quality of educational activities, the Department of Education and Training of Hai Hau district has implemented directives and guidelines from higher levels (Official Letter No. 1658/2024/SGDĐT-GDCTHSSV of the Department of Education and Training on guiding the implementation of information technology and digital transformation tasks for the 2024-2025 school year; and digital transformation plans of the People's Committee of Hai Hau district). The Department has issued a directive to educational institutions to implement the application of information technology and digital transformation tasks for the 2024-2025 school year.
The district's educational levels continue to effectively implement the Project "Strengthening the Application of Information Technology and Digital Transformation in Education and Training in the period 2022-2025, with a vision to 2030" and the Project "Developing the Application of Population Data, Identification and Electronic Authentication to Serve National Digital Transformation in the period 2022-2025"; continue to expand the Education sector's database, connecting with national databases to enhance the convenience and efficiency of education management; promote administrative reform, strengthen the implementation of administrative procedures through online public services and the "one-stop shop" and "interconnected one-stop shop" on the Public Service Portal; implement digital student records, and build a database of diplomas and certificates towards digital diplomas and certificates. Strengthening the conditions for ensuring technical infrastructure and IT application skills in management, administration, teaching, learning, nurturing, caring for, and educating children, as well as in testing and evaluation in education; continuing to build a national digital infrastructure for learning, a shared digital learning resource repository for the entire sector, including: electronic lectures, multimedia digital learning materials, electronic textbooks, simulation software, and other learning materials; developing an online question bank system for subjects; increasing the application of artificial intelligence (AI) in teaching, learning, and educational management activities, along with developing solutions to ensure a safe digital learning environment; and enhancing digital capacity for learners and the teaching staff and educational management personnel.
At the preschool level, units implement the set of criteria for evaluating the level of digital transformation of preschool education institutions issued under Decision No. 3276/QD-BGDĐT dated October 30, 2024, of the Ministry of Education and Training. Primary and lower secondary levels implement the set of criteria for evaluating the level of digital transformation of general education and continuing education institutions issued under Decision No. 4725/QD-BGDĐT dated December 30, 2022, of the Ministry of Education and Training. At the primary level, 100% of classrooms are equipped with televisions, and teachers actively participate in training on using online teaching platforms and resources such as Zoom, OLM, Avina, E-learning, etc.; at the lower secondary level, some teachers participate in global networks to improve their knowledge and skills in IT and AI for management and teaching. Cross-border classes are being implemented through English language teaching sessions connecting with countries such as India, Thailand, and Singapore. Schools are also organizing "Teachers Working Together for Development" groups within subject departments to support each other in overcoming difficulties and successfully completing assigned tasks, such as: assisting in writing initiatives, building matrices, test specification tables, and modules according to the 2018 General Education Program.
The application of information technology and digital transformation has changed the management methods of educational institutions and enhanced the efficiency of unit administration, improving the quality of education. This has also changed the form and methods of organizing educational activities for teachers, making students more active, self-motivated, interested, and passionate about learning. As a result of applying information technology and digital transformation, schools have successfully implemented the tasks of Project 06, with 100% of administrative procedures resolved online at levels 3 and 4 and records digitized; continuing to supplement and update school year data on the Education sector's database system at https://csdl.moet.gov.vn; continuing to process and digitize output results at level 4 for procedures such as transferring secondary school students to other schools and reissuing secondary school graduation certificates; and 100% of units implementing cashless payments according to current regulations. 100% of school administrators, teachers, and staff have installed and used VNeID; the pilot implementation of digital student records has been carried out in 100% of primary schools; all primary and secondary schools in the district have met the criteria for digital transformation in schools according to the Ministry of Education and Training's criteria.
Some exemplary units implementing IT and digital transformation in management, teaching, and learning include: Hai Chau Kindergarten, Hai Ly Kindergarten, Hai Van Kindergarten; Hai Phuong Primary School, Hai Ly Primary School, Hai Anh Primary School; Hai Nam Secondary School, Hai Hau Secondary School, Hai Phuong Secondary School… Hai Nam Secondary School is a leading unit in the Hai Hau district's education and training sector in applying IT and digital transformation for many years. In the 2023-2024 school year, the school was one of the first schools to use digital signatures in student records for all subjects. Also in the 2023-2024 school year, the school ranked 1st out of 34 schools in digital transformation. In the 2024-2025 school year, the school was selected by the District Education and Training Department to pilot the use of digital student records. Mr. Tran Van An, Principal of Hai Nam Secondary School, said: "From practical experience, the application of digital transformation is creating many positive changes for the school, creating a very tight system from management to teaching, especially enhancing the creativity and proactive learning abilities of students. Digital transformation has helped transform tasks that seemed difficult and impossible in the traditional teaching environment into easy and enjoyable tasks for both teachers and students. In addition, digital transformation has helped staff, teachers, and students gradually access a modern and advanced educational environment in line with the spirit of Resolution No. 29-NQ/TW on fundamental and comprehensive reform of education and training. For the school, the conversion to digital records has saved on printing costs, space, and storage (insecticide, packaging, cabinets, etc.)." Digital transformation helps the school administration effectively manage and direct activities such as: personnel management, planning, quality management, financial management, facilities and equipment management, and building and promoting the school's brand. Thanks to digital transformation, the school administration has fully and effectively participated in the training modules for school administrators on the 2018 General Education Program organized by the Ministry of Education and Training in a hybrid online and in-person format. Digital transformation helps teachers innovate teaching methods and assessment methods, improving teaching quality; teachers receive regular training on the 2018 General Education Program through online methods on the LMS system organized by the Ministry of Education and Training. For students, digital transformation helps them learn actively, proactively, and creatively, forming and developing all the competencies and qualities required by the 2018 General Education Program. Students are interested in and enjoy the subjects, contributing to improved academic results.
Based on the benefits brought about by IT applications and digital transformation, in the coming time, the Education and Training Department of Hai Hau district will continue to strive to resolve administrative procedures in the education sector under the authority of the district level at levels 3, 4 and digitize them; effectively implement Project 06; effectively implement digital transformation throughout the district's education sector; synchronously deploy software in teaching and management; increase the use of electronic records; apply IT in organizing educational activities; promote the collection of tuition fees and other non-cash payments; and prepare the conditions for implementing digital student records at all levels of education.
