The Tax sector proactively and resolutely performs the task of budget collection and promotes digital transformation.
Synchronously deploy tax tasks in the first quarter of 2025
According to the report of the Tax Department (Ministry of Finance): From the beginning of the year, the Tax sector has proactively followed the direction of the Government and the Ministry of Finance, drastically implementing tax management solutions to cope with difficulties at home and abroad. Although the world economy is still fluctuating, the state budget revenue situation has still achieved many positive results.
Total state budget revenue in the first 3 months of 2025 reached VND 668,313 billion, equal to 38.9% of the annual estimate and up 36.3% over the same period last year. Notably, 13/19 revenue items reached over 30% of the estimate, 16/19 items increased over the same period. In addition, 40/63 localities had good revenue, while only 8 localities reached less than 26% of the estimate.
From a local perspective, 56/63 localities recorded an increase in revenue compared to the same period in 2024, notably Hanoi, Hai Phong, Da Nang... However, there are still 7 localities with lower revenue than the same period, requiring close monitoring and flexible management solutions.
Regarding the branch level, according to records from the Regional Tax Department, 17/20 units achieved good collection progress, 19/20 units had revenue growth compared to the same period, showing that the effectiveness of organizing the regional tax management model is clearly being promoted.
Promoting reform , modernization and digital transformation
Along with the collection task, the Tax sector has focused on reforming the organizational apparatus, improving management efficiency through the application of information technology, enhancing transparency and supporting taxpayers.
To enhance support for taxpayers, in the first quarter, the Tax sector deployed 479 multimedia support channels, promptly responding to 456 feedbacks. The propaganda content focused on new tax policies, automatic personal income tax refunds, and electronic invoices (E-invoices), contributing to improving the satisfaction of people and businesses.
In the first 3 months of the year, the industry issued 3,911 VAT refund decisions, with a total amount of VND 31,128 billion, an increase of 6% over the same period. Notably, the implementation of automatic personal income tax refunds from April 4, 2025 has brought about clear results: by April 16, 98,721 files were identified for tax refunds, with an amount of up to VND 489.28 billion.
In the first quarter, the sector conducted 10,382 inspections and audits, equal to 151.6% of the same period. Thereby, it recommended handling 16,930 billion VND, increasing the state budget revenue by 4,366 billion VND. In addition, it reduced deductions by 650 billion VND, reduced losses by 11,914 billion VND and collected 2,162 billion VND for the state budget. In the first 3 months, the tax sector collected 22,352 billion VND in debt, equivalent to 83.2% of the same period, of which 5,103 billion VND was collected in March alone.
By the end of March, the electronic invoice system had received and processed more than 13 billion invoices; in particular, all 16,165 gas stations nationwide had automatically connected to electronic invoices. Meanwhile, the eTax Mobile application recorded more than 3.8 million downloads and installations, with 6.2 million transactions and a total payment of over VND 12,400 billion.
Entering the second quarter of 2025, the leader of the Tax Department (Ministry of Finance) said: This agency will continue to focus on strategic task groups, with special attention paid to economic forecasting, institutional improvement, system modernization and enhanced policy coordination.
The industry proactively analyzes the impact of international policies, especially US tax policies, to promptly propose solutions to manage state budget revenue in accordance with reality.
The tax sector will classify taxpayers according to risk, implement tax collection programs by industry and location, especially support small and medium-sized taxpayers. At the same time, detect and prevent revenue loss from sensitive areas such as e-commerce, BOT, real estate and transfer pricing.
The tax sector considers promoting administrative procedure reform an important task, continuing to cut and simplify tax procedures, contributing to reducing compliance costs and improving service efficiency. The automation of business processes, such as tax refunds and debt enforcement, is being expanded throughout the sector.
To complete the system of legal documents on tax, in 2025, the Tax Authority will preside over the development of 14 projects including 1 Law, 9 Decrees and 4 Circulars. Of which, many documents have been issued such as: Decree 20, 49, 70, 81, 82... The remaining documents are in the process of collecting opinions, especially the Decree on global minimum tax and e-commerce tax.
The tax sector will actively transform digitally and restructure its technology infrastructure. Specifically, the work to implement the policies in Project 06, Resolution 57, etc. is being vigorously deployed, notably the centralized tax management system (TMS), data analysis to warn of risks, support quick inspections and improve inspection efficiency.
Regarding tax management for business households and e-commerce, the Tax Department said: Business households currently contribute nearly 30% of GDP and VND 8,695 billion in the first quarter (up 25.7%). In addition, 148 foreign suppliers have paid taxes through the Electronic Portal, with the first quarter revenue reaching VND 2,832 billion, more than 66,000 individuals doing e-commerce have fully declared. The tax sector will deploy topics to prevent revenue loss, such as tax management for high-income individuals, imported agricultural products, BOT transportation, real estate, business households, etc. These programs will continue to be expanded, linked to the specific responsibilities of each unit.
In addition, the industry continues to diversify communication forms, from documents, conferences to press coordination. At the same time, it promotes in-depth training for tax officials, especially in technology and big data analysis skills.
