Nghe An province has allocated nearly 200,000 square meters of land for the construction of an urban area in Vinh City.

The People's Committee of Nghe An province allocated 197,030 m2 of land (phase 1) to Hung Son Investment and Trading Joint Stock Company to implement an urban development project in Hung Loc ward, Vinh City.

According to Decision No. 441/QD-UBND recently issued, the People's Committee of Nghe An province has assigned the Provincial Tax Department to notify Hung Son Investment and Trading Company to pay land use fees/land lease fees, and other fees and charges as prescribed.

The Nghe An Department of Natural Resources and Environment determines land prices and issues Certificates of Land Use Rights and Ownership of Other Assets Attached to Land. It presides over and coordinates with relevant units to determine boundaries and hand over land on-site to Hung Son Investment and Trading Company in accordance with regulations.

The Land Registration Office of Nghe An province updates and revises land databases and cadastral records in accordance with the law.

The Department of Construction will take the lead and coordinate with relevant units, according to their functions, duties, and authority, to guide Hung Son Investment and Trading Company in implementing the regulations.

The People's Committee of Vinh City and the People's Committee of Hung Loc Ward perform the function of state management regarding land use, environmental protection, and fire prevention and control of Hung Son Investment and Trading Company in accordance with the law.

The People's Committee of Nghe An province also requested Hung Son Investment and Trading Company to comply with financial obligations, implement the project in accordance with the planning, land use purpose, and regulations related to investment, construction, land, and environmental protection.

Specifically, out of nearly 200,000 m2 of allocated land, 59,473.4 m2 is urban residential land for the construction of low-rise housing areas according to the approved plan, with the form of land allocation by the State collecting land use fees, and a land use term of 50 years.

For the 12,764.7 m2 of urban land designated for social housing construction, the Provincial People's Committee decided on the form of land allocation with land use fees collected, but with exemption from land use fees. The investor is not required to carry out procedures for determining land prices, calculating the exempted land use fees, or requesting exemption from land use fees and land rent; the land use term is 50 years.

For the 124,791.0 m2 of land designated for the construction of non-commercial technical and social infrastructure within the project (including: 79,700.8 m2 for transportation; 20,894.8 m2 for green spaces; 1,904.7 m2 for the construction of a cultural center; 866.2 m2 for wastewater treatment; and 21,424.5 m2 for water surface construction), the State allocates the land free of charge. After construction is completed according to the plan, the investor must hand over the land to the Vinh City People's Committee for management.
