Transforming expectations into action

Resolution 71 has set out specific and clear goals, demonstrating the determination to strongly and comprehensively reform higher education . By 2030, Vietnam aims to have at least 8 higher education institutions among the top 200 universities in Asia; At least 1 higher education institution among the top 100 universities in the world in a number of fields.

Average increase of 12%/year in the number of international scientific publications and revenue from science, technology, and innovation; Increase of 16%/year in the number of registrations and patents.

These goals demonstrate the aspiration to improve the quality of education and reflect the shift from pure training to a research and innovative university model, which has a profound impact on the country's socio -economic development.

By 2045, Vietnam expects to have at least 5 higher education institutions in the top 100 universities in the world in a number of fields; a modern, equitable, high-quality national education system, ranked among the top 20 countries in the world in education; high-quality human resources become the driving force for development and the core competitive advantage of the country.

Resolution 71 clearly defines the role of the network of higher education institutions as a pillar in the national and local innovation ecosystem. Universities are not only places to train human resources, but also research centers, the source of ideas, technologies and practical application solutions. Higher education must be linked to the labor market, serving the socio-economic development strategy of localities, regions and the country.

Changing mindset to improve capacity and adapt to new requirements

Assoc. Prof. Dr. Pham Thanh Long, Head of the Department of Science, Technology and International Cooperation - University of Industrial Technology (Thai Nguyen University) emphasized: “This change does not leave room for 'outsiders'. Everyone from leaders, lecturers to managers are the subjects of the reform process, must change their thinking, improve their capacity and adapt to new requirements.”

In the context of regional development being a key strategy, Resolution 71 particularly emphasizes the role of regional higher education institutions. Thai Nguyen University is a typical example when it aims to become a center for innovation, technology transfer and entrepreneurship in the Northern Midlands and Mountains region.

Associate Professor Dr. Hoang Van Hung - Director of Thai Nguyen University said: "Investing in upgrading higher education facilities is very meaningful for disadvantaged areas. This is the most effective way for people, especially ethnic minorities, to access quality education, thereby contributing to narrowing the regional gap."

To realize the goal, Thai Nguyen University has implemented synchronously such as opening new training majors according to national orientation while innovating existing training programs, strengthening connections with businesses, focusing on research, transfer and improving the quality of the teaching staff.

Successful implementation of the goals of Resolution 71 requires the cooperation of many levels, many sectors, the entire political system, local authorities, businesses and the whole society.

The aspiration to raise the level of Vietnamese universities is a legitimate aspiration, and to make that aspiration a reality, a specific, synchronous and closely monitored implementation strategy is needed. Each university needs to develop its own action plan, closely following the national goals, but flexible according to the conditions and strengths of each unit.

Resolution 71-NQ/TW will open up new opportunities for universities, while creating a foundation for Vietnam to make breakthroughs and enhance national competitiveness through investment in people, the most valuable asset of each country.

With Resolution 71, Vietnamese higher education is not only going far, but is also going in the right direction, with a strong aspiration to rise in the era of knowledge and innovation.
