Review of the new rural construction program

The Department of Agriculture and Environment of Tay Ninh province has just reviewed and evaluated the current status of the implementation of the National Target Program on New Rural Development (NTM) in the province. This is an important step to review the results achieved, point out the limitations, and determine the orientation and goals for the coming period.

Rural roads receive investment attention.

The results compiled from 58/82 reported communes show that currently, the whole province has 30 communes meeting 19/19 new rural criteria, 28 communes meeting less than 19 criteria. Many communes maintain previous results, the rate of communes meeting comprehensive standards is relatively high.

However, there are clear differences between localities, especially remote and border areas. The criteria that are difficult to achieve are concentrated in planning, income, infrastructure, health care , environment, security and order.

In 2025, Tay Ninh province was allocated more than 417.7 billion VND by the Central Government to implement the program, of which development investment capital is more than 341 billion VND and public service capital is more than 76.5 billion VND.

As of early August 2025, the province disbursed more than VND 224.7 billion (53.8%). Of which, development investment capital disbursed more than VND 208.3 billion (61.06%), expected to reach 100% by the end of the year; public service capital disbursed more than VND 16.4 billion (21.5%), expected to reach 75% by the end of the year.

In addition to the achievements, there are still many difficulties and challenges in building new rural areas such as changes in commune-level cadres after the merger, affecting the synthesis of reports; lack of new guidance on indicators and criteria. Steering Committees in some places are still slow to complete; infrastructure is degraded, schools and traffic need to be upgraded; small-scale agricultural production and technology application are still limited; the disbursement rate of career capital is low, and administrative procedures are still complicated.

Faced with this reality, departments, branches and localities in the province have identified the need for strong and synchronous solutions to remove obstacles and promote progress. Some key solutions have been proposed such as continuing to consolidate and improve the Steering Committee for New Rural Construction at all levels; enhancing guidance and training for grassroots cadres; promoting propaganda and mobilizing people to participate, promoting the role of the community as a subject; mobilizing diverse social resources to supplement the state budget.

Agricultural production in the province increasingly applies new production models and methods, contributing to increasing productivity and quality.

Regarding the 2026-2030 period, Tay Ninh strives to have 7 more communes meeting the NTM standards, improve the quality of criteria in communes that have met them, and gradually move towards building advanced new rural areas and model new rural areas. The total capital demand for this period is expected to be more than VND 5,504.5 billion. From there, continue to prioritize investment in developing essential infrastructure, supporting production associated with value chains, improving the environment and cultural and social life of rural people.

With high political determination and consensus from all walks of life, Tay Ninh hopes that the new rural construction program will continue to be effective, contributing to changing the face of rural areas, improving the material and spiritual life of the people, towards the goal of sustainable development in the coming years./.
