Education – a top national priority that requires concrete action.

According to Mr. Cam Van An - Vice Principal of Son La Provincial Political School, former Deputy Director of Son La Department of Education and Training, Resolution 71-NQ/TW dated August 22, 2025 of the Politburo was issued on the basis of inheriting and developing the Party's major viewpoints on education, from the 8th Congress to Resolution 29 (2013) and the 13th Congress.

The overarching theme is the affirmation that human beings are both the goal and the driving force of development. However, he also frankly acknowledged that the reality of our country's education system still has many limitations: the teaching staff is not yet standardized, the infrastructure is still lacking, the pursuit of achievements at all costs persists, and the content and training programs have not kept pace with the requirements. Therefore, Resolution 71 not only clearly outlines the vision to 2030 and the orientation to 2045 but also identifies eight specific groups of tasks and solutions.

According to Mr. An, the most important point is to raise awareness that education is truly a top national priority. This is not just a political slogan, but must become a guiding principle for action at every level, in every sector, every agency, unit, family, and individual. Only when responsibility is concretized through practical actions and decisions can real change be created, making education a key driving force for the country's breakthrough development.

Institutional reform to foster innovation and autonomy.

Resolution 71 emphasizes the need for innovation and improvement of the educational institution, which Mr. Cam Van An considers key to breakthroughs. According to him, to unlock resources and drive development, it is necessary to quickly complete the relevant legal system, from the Law on Cadres and Civil Servants, the Law on Public Employees to the Labor Law and other subordinate legal documents. Only when the legal framework is clear and consistent will the spirit of "education as a top national priority" truly come to life.

Mr. An argued that a crucial point is to standardize the decentralization of education management, aligning it with the two-tiered local government model to ensure effectiveness and efficiency. Along with this, it is necessary to grant more autonomy and accountability to educational institutions; and to establish mechanisms for prioritizing and investing in key areas, creating a favorable environment for innovation. If this is achieved, schools will have more motivation and space to develop their capabilities, build modern educational models, and keep pace with the development trends of the times.

The shared responsibility of teachers, students, and society.

According to Mr. Cam Van An, the success of Resolution 71 largely depends on the involvement of three key stakeholders: the education sector, students, and society – family. For the education sector, "schools are the foundation, and teachers are the driving force that determines quality."

Therefore, it must be determined that "improving the quality of the teaching staff is the key to breakthrough"; the teaching staff must be comprehensively improved in quality: proficient in their subject matter, pioneers in innovation and digital transformation, and at the same time knowledgeable about the Party's guidelines and policies and the State's laws and regulations. When teachers truly become role models in both knowledge and ethics, they can inspire and train generations of students to develop comprehensively. "Only when teachers act like teachers will students act like students," Mr. An emphasized.

For learners, Resolution 71 places them at the center. This requires reviving the nation's tradition of valuing education, building a lifelong learning movement, and learning to enrich oneself, one's family, and society. Learning should not only aim at acquiring knowledge but also be linked to the formation of character, ethics, lifestyle, and the standard values ​​of Vietnamese people in the new era. In addition, it is necessary to promote the strengths of gifted education, STEM/STEAM education, and specialized schools for gifted students to discover and nurture talent for the country.

Regarding society and families, Mr. An emphasized that education is the responsibility of the entire nation. Every family, every organization, and every community must translate awareness into concrete actions, working alongside schools in educating the younger generation. In particular, it is necessary to correctly understand the spirit of educational socialization: it is not just about financial contributions, but also about comprehensive participation in creating the environment, conditions, and close coordination for educational development.

Towards an era of national resurgence.

According to Mr. Cam Van An, Resolution 71 demonstrates the Party's strong determination to improve the quality of human resources, considering it the driving force for the country to enter the "era of national progress".

However, this goal can only become a reality with the consensus and joint efforts of the entire political system, society as a whole, and every citizen. He affirmed: Only when education truly becomes a top national priority in action, not just in slogans, can we create a breakthrough and lead the country to rapid and sustainable development in the new era.
