Education - the top national policy needs real action

According to Mr. Cam Van An - Vice Principal of Son La Provincial Political School, former Deputy Director of Son La Department of Education and Training, Resolution 71-NQ/TW dated August 22, 2025 of the Politburo was issued on the basis of inheriting and developing the Party's major viewpoints on education, from the 8th Congress to Resolution 29 (2013) and the 13th Congress.

This is not just a political slogan but must become the direction for action of each level, each sector, each agency, unit, family and individual. When responsibility is concretized by action, by practical decisions, then it is possible to create real changes, helping education become the key driving force for the country's breakthrough development.

Institutional innovation to promote innovation and autonomy

Resolution 71 emphasizes the need to innovate and improve institutions for education, which Mr. Cam Van An considers to be the key to creating a breakthrough. According to him, in order to unleash resources and development motivation, it is necessary to soon complete the relevant legal system, from the Law on Cadres and Civil Servants, the Law on Public Employees to the Labor Law and sub-law documents. Only when the legal framework is clear and consistent can the spirit of "education is the top national policy" come into life.

Mr. An said that an urgent point is to regulate the decentralization of education management in a unified manner, in line with the two-level local government model, ensuring effectiveness and efficiency. Along with that, it is necessary to grant more autonomy and self-responsibility to educational institutions; at the same time, there is a mechanism for priority and key investment, creating a favorable environment for innovation. If this can be done, schools will have more motivation and space to promote their capacity, build a modern education model, and keep up with the development trends of the times.

The success of Resolution 71, according to Mr. Cam Van An, depends largely on the participation of three groups of subjects: the education sector, learners and society - families. For the education sector, "schools are the foundation, teachers are the driving force that determines quality".

Therefore, it is necessary to identify "improving the quality of the teaching staff as the key to the breakthrough"; the quality of the teaching staff must be comprehensively improved: good at expertise, pioneering in innovation and digital transformation, and at the same time understanding the Party's guidelines and policies and the State's laws and policies. When teachers truly become role models in both knowledge and morality, they can inspire and train a generation of students to develop comprehensively. "If teachers are good teachers, then students will be good students" - Mr. An emphasized.

For learners, Resolution 71 puts them at the center. That requires awakening the nation's tradition of studiousness, building a lifelong learning movement, learning to enrich oneself, one's family and society. Learning is not only to acquire knowledge but also to form the personality, ethics, lifestyle and standard value system of Vietnamese people in the new era. In addition, it is necessary to promote the strengths of gifted education, STEM/STEAM education, and specialized and gifted schools to discover and nurture talents for the country.

For society and families, Mr. An emphasized that education is the cause of all people. Each family, each organization, and community must turn awareness into concrete action, accompanying schools in educating the younger generation. In particular, it is necessary to understand the spirit of socialization of education: it is not only a financial contribution but also a comprehensive participation in creating an environment, conditions, and close coordination for education to develop.

According to Mr. Cam Van An, Resolution 71 demonstrates the Party's strong determination to improve the quality of human resources, considering it a driving force for the country to enter the "era of national advancement".

However, this goal will only become a reality when there is consensus and cooperation from the entire political system, the whole society and each citizen. He affirmed: Only when education truly becomes the leading national policy in action, not just in slogans, can we create a breakthrough, bringing the country to develop quickly and sustainably in the new period.
