Documents of the 14th Congress: Improving the lives of ethnic minorities and border people

After studying the draft documents to be submitted to the 14th National Congress of the Party, leaders, cadres and party members of Son La province all agreed and highly agreed with the structure and content.

Son La people affirmed that the draft was carefully prepared, serious, scientific , of high quality, clearly demonstrating innovative thinking, strategic vision and aspiration to develop a strong and prosperous country.

Care for ethnic minorities

Secretary of the Party Committee of Song Ma commune Nguyen Tien Hai commented that, regarding the assessment of the results of implementing the Resolution of the 13th National Party Congress, the draft comprehensively reflects the country's achievements in all fields, clearly demonstrating the Party's mettle, intelligence and leadership capacity; at the same time, there are contributions to clarify the quality of development indicators, avoiding bias towards quantity.

Mr. Nguyen Tien Hai proposed to supplement an in-depth assessment of the effectiveness of economic restructuring and the transformation of the growth model based on science-technology, innovation and labor productivity.

In addition, the draft document needs to analyze more clearly the impact of deep international integration and global strategic competition to be more proactive in protecting national interests and consolidating internal strength; further emphasizing the results of maintaining socio-political stability, strengthening people's trust in the Party, considering this a decisive factor in all the country's victories in 40 years of renovation.

Regarding the viewpoints, goals and orientations for national development in the 2026-2030 period, the Party Secretary of Song Ma commune agreed and highly agreed with the guiding viewpoints and general goals.

According to Mr. Nguyen Tien Hai, it is still necessary to pay attention to improving the lives of people in ethnic minority and border areas; continue to invest in building infrastructure, especially inter-village roads and bridges across rivers and streams; reduce poverty and increase income for people in ethnic minority and mountainous areas; provide vocational training for workers in mountainous areas; preserve and develop the values and fine traditional cultural identities of ethnic groups.

Along with that is developing healthcare and improving people's health; improving technical infrastructure and social infrastructure in mountainous areas; settling down, fundamentally solving the shortage of residential land and production land for people; emphasizing the role of digital transformation in state management, public services and rural education.

Regarding the work of building and rectifying the Party and the political system, Mr. Nguyen Tien Hai suggested continuing to innovate leadership methods in a flexible, practical, close-to-the-people, grassroots direction, linking Party building with government building, the Fatherland Front and socio-political organizations. The Party Secretary of Song Ma commune said that it is necessary to pay attention to building a team of cadres at the grassroots level, in remote, isolated, border and island areas with qualities, capacity, mettle, understanding of practice, and enough ability to solve new problems arising from the grassroots level...

Towards sustainable and inclusive development

Mr. Luong Van Vinh, Chairman of the People's Committee of Huoi Mot Commune, commented that implementing the Resolution of the 13th National Party Congress and the country's foundation after 40 years of renovation, Vietnam's economy continues to maintain macro stability, control inflation and achieve a relatively high growth rate in the region. The economic structure has shifted positively; industry, agriculture and services have all had new developments; the investment and business environment is increasingly open. Vietnam has become a safe and attractive destination for international investors, demonstrating the country's new prestige and position on the global economic map.

Social security, poverty reduction, and care for people's lives are given special attention. Policies for ethnic minority and mountainous areas such as Huoi Mot commune are increasingly in-depth, practical, and effective. Thanks to that, culture, education, and health care continue to develop; traditional cultural values are preserved and promoted; and people's quality of life is constantly improved.

National defense and security are maintained, national border and territorial sovereignty are guaranteed. In mountainous areas such as Huoi Mot commune, the grassroots political system is always consolidated, contributing to maintaining political stability, social order and safety, creating a favorable environment for local socio-economic development. Regarding sustainable social management and development, in the process of innovation, our Party has had new perceptions of social management in the direction of harmoniously combining economic growth and progress, social equity; between economic development and environmental protection; between political stability and people's mastery. This approach demonstrates a comprehensive, humane vision, towards sustainable and inclusive development.

“From that vivid reality, the Party Committee and people of Huoi Mot commune have more confidence and pride in the path of innovation that the Party, Uncle Ho and our people have chosen. The Party Committee and people in the commune continue to strive to successfully implement the goals and tasks of the Resolution of the 13th Party Congress, towards the Resolution of the 14th Party Congress and the Resolutions of the Party Congresses at all levels in the province. Thereby, contributing to building the homeland of Huoi Mot increasingly rich, beautiful and civilized," Mr. Luong Van Vinh emphasized.

Chairman of the People's Committee of Chieng Khoong Commune Nguyen Van Dong completely agreed with the structure, content, and general spirit of the draft documents. The country has achieved many important and comprehensive results, with many "bright spots" in the context of many difficulties such as the pandemic, international fluctuations... maintaining macroeconomic stability, improving growth quality, handling backlogs, recovering after the pandemic, continuing to shift the economic structure in the right direction. At the grassroots level, this is clearly reflected in improved infrastructure, more convenient public services, green and circular agriculture gradually spreading, tourism and services recovering...

Mr. Nguyen Van Dong proposed to set a minimum target of 70% of commune-level administrative procedures to be processed completely online, to publicize the "public investment project map" to the commune for people to monitor, to supplement the commune-level reserve budget mechanism to respond to extreme natural disasters and the target of 100% of communes to develop climate adaptation plans according to specific risks (landslides, flash floods, etc.). Each commune has at least one open community cultural space, to standardize commune-level cultural and social officials, and to integrate "digitalization of local heritage" into the Cultural Target Program for the period 2025-2035./.
