Traffic connection: "Opening way" for the No. 1 dynamic region of Dong Nai (Part 2)

Part 2: Opening the way from "mega-projects" of transportation

Báo Đồng NaiBáo Đồng Nai28/10/2025

Recognizing the infrastructure "bottlenecks" in the southern dynamic region, the Provincial Planning and Resolution of the Provincial Party Congress have identified the development of synchronous, modern, and multimodal infrastructure as a breakthrough task to expand development space, shape a new urban landscape, and promote sustainable growth.

Huong Lo 2 road is currently under construction, connecting National Highway 51 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, a route that runs parallel to National Highway 51.

Currently, Dong Nai is accelerating investment in a series of key transportation projects, creating "new arteries" that seamlessly connect the province and surrounding regions.

These "mega-projects" are shaping the development landscape.

That is the Huong Lo 2 road project and its extension, which are currently being implemented or are about to be implemented. When completed, the entire route will help connect National Highway 51 with the Ho Chi Minh City - Long Thanh - Dau Giay expressway, creating a new and more convenient route from Dong Nai to Ho Chi Minh City and vice versa.

The Bien Hoa - Vung Tau expressway is considered a strategic project connecting Dong Nai with Ho Chi Minh City and is expected to open to traffic by the end of 2025.

The Bien Hoa - Vung Tau Expressway is considered a strategic project connecting Dong Nai with Ho Chi Minh City, creating a direct trade axis between industrial zones and logistics centers, seaports, airports, and tourist areas. According to the plan, the project will open to traffic in December of this year. At that time, the route will not only reduce pressure on National Highway 51 and shorten travel time from industrial zones to seaports and airports, but also connect wards and communes belonging to the former Ho Chi Minh City and the former Ba Ria - Vung Tau province that previously had to travel through Dong Nai province.

The Ho Chi Minh City Ring Road 3 is the "backbone" connecting major economic centers in the Southeast region, creating a strategic transportation corridor to promote the development of the Ho Chi Minh City metropolitan area. In particular, the nearly 10km section through Dong Nai directly connects to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway and the extended Huong Lo 2 road, forming an industrial-urban-service development axis along the Dong Nai River. The Nhon Trach Bridge is a key highlight, breaking the relative isolation of this area.

The elevated road project along National Highway 51, from the Vung Tau intersection to the intersection of Vo Nguyen Giap Road and the Bien Hoa - Vung Tau Expressway, has been approved in principle by the Standing Committee of the Dong Nai Provincial Party Committee and the Provincial People's Committee has approved the investor to prepare the proposal. The province aims to start construction by the end of 2025.

According to Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee: The implementation of this project not only aims to develop a comprehensive transportation infrastructure system and fundamentally resolve traffic congestion, but also to complete the technical infrastructure and build a modern and attractive urban landscape.

The two urban railway lines, Bien Hoa - Vung Tau and Bien Hoa - Suoi Tien metro, when completed, will contribute to completing the multimodal transport network, reducing congestion on roads, and creating a modern public transport system. In particular, the Bien Hoa - Suoi Tien metro line will help Dong Nai connect directly with the Ho Chi Minh City metro system, forming the first inter-regional urban transport loop in the South.

A key upcoming transportation development in southern Dong Nai province is the connecting bridge system. Accordingly, Dong Nai has proposed that Ho Chi Minh City cooperate in the construction of three road bridges across the Dong Nai River: Cat Lai Bridge, Dong Nai 2 Bridge, and Phu My 2 Bridge. These will be "golden links" between the two major industrial and urban centers of the region, opening up new opportunities for urban and economic development.

The Vam Cai Sut Bridge on Huong Highway 2 has been completed, ready to connect the two sides of this road and directly link to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

A real estate investor in Long Hung ward shared that the construction of bridges connecting Ho Chi Minh City and Dong Nai is essential, especially after the provincial merger, as there is a growing need for transportation connections between the regions of Ho Chi Minh City and Dong Nai. With the addition of bridges, along with the Ring Road 2 and Ring Road 3 connecting to Hanoi Highway, Huong Lo 2, and National Highway 51, a new transportation axis will be formed connecting Tan Son Nhat Airport and Long Thanh Airport. Furthermore, bridges directly connecting the two provinces are key factors in linking major urban areas along the Dong Nai River such as Aqua City, Long Hung, Amata Long Thanh, and KN Bien Hoa, thereby promoting the development of the riverside urban space and sustainable socio-economic growth.

In addition to the three aforementioned bridge projects, Dong Nai is also promoting another bridge across the Dong Nai River connecting to the Ring Road 3 of Ho Chi Minh City, expected to be located between Dong Nai Bridge 1 and Dong Nai Bridge 2. If implemented, this project will provide a strong impetus for urban projects in Long Hung and Phuoc Tan, bringing the real estate value of the area to a level commensurate with its inherent potential, while contributing to the creation of a prosperous riverside urban area, attracting investment and promoting local socio-economic development.

In the context of the Southeast region's efforts to strengthen transportation infrastructure and develop urban spaces along both banks of the Dong Nai River, the need for connectivity between Ho Chi Minh City and Dong Nai is becoming increasingly urgent. These projects will not only alleviate existing traffic congestion but also act as a driving force for socio-economic development in the entire region. Upon completion, these projects will shorten travel times, support trade, attract investment, and create a seamless development space between the two major economic centers of the region.

Linking to create strategic corridors

Long Thanh International Airport, located in the key economic zone of Dong Nai province, is expected to be completed by the end of this year and begin commercial operation in 2026.

In the Dong Nai Provincial Planning, the Bien Hoa - Long Thanh - Nhon Trach area is identified as the "golden triangle of development". This is a dynamic axis linking development hubs: ecological urban areas with existing urban systems and new urban areas along the Dong Nai River, Long Thanh International Airport as the national aviation center, and the Phuoc An - Thi Vai - Go Dau seaport cluster as an international logistics gateway. The development of this corridor is expected to spread economic benefits to the entire province and the Southeast region, helping Dong Nai consolidate its role as a "strategic satellite center" of Ho Chi Minh City.

Dr. Tran Du Lich, a member of the National Monetary Policy Advisory Council and a member of the socio-economic advisory group of Dong Nai province, commented that the southern area of Dong Nai is the core of the province's and the Southeast region's strategic development corridor. If transportation infrastructure is invested in comprehensively, this area can develop to the same level as modern industrial cities in Asia. Dr. Tran Du Lich suggested that to complete the interconnected transportation system, Dong Nai needs to coordinate and accelerate the completion of the Ring Roads 3 and 4 of Ho Chi Minh City; and simultaneously build a railway line connecting international border gates to airports and seaports to create a smooth corridor for development.

The Ho Chi Minh City - Long Thanh - Dau Giay expressway is currently undergoing expansion.

With a series of large-scale transportation projects currently underway and soon to be implemented, Dong Nai's number one economic growth area is expected to experience a strong breakthrough, opening up new development opportunities and creating a foundation for urbanization, industrialization, and effective regional connectivity. To ensure these roads truly become the "economic lifeline," the province is adjusting its provincial planning and simultaneously proposing that the central government consider applying some special mechanisms.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Tan Duc emphasized that effectively utilizing these routes requires a comprehensive solution, a synchronized coordination mechanism, and determined action from the entire political system and the people. The provincial leader also stated that Dong Nai urgently needs the central government to issue specific mechanisms and policies similar to those for Hanoi, Ho Chi Minh City, Da Nang, and Khanh Hoa province, in order to create a legal framework and new development impetus, helping the province maximize its advantages, develop in proportion to its potential, play a driving role for the entire Southeast region, and make a significant contribution to the overall development of the country.
