That is one of the assessments of Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, on achievements in education quality management and affirming international position.
According to Professor Dr. Huynh Van Chuong, in the field of quality management, the Department of Quality Management has advised the Minister and the industry to successfully organize many key tasks.
In particular, the 2025 high school graduation exam, the first exam under the 2018 General Education Program, was organized professionally, safely, seriously, and objectively.
In addition, the Department of Quality Management assesses the quality of key education, PISA results and higher education.

Regarding higher education , Mr. Huynh Cong Chuong assessed that from the first "faces" in 2018, which were Hanoi National University and Ho Chi Minh City National University, up to now, there have been nearly 20 Vietnamese higher education institutions ranked in prestigious international rankings such as QS World Rankings and THE (Times Higher Education) World University Rankings.
Specifically, 9 institutions were ranked according to the THE table. In the QS table, 9 Vietnamese higher education institutions were ranked in 25 fields of study, with 3 institutions having fields of study in the world top 100 including Petroleum Engineering (Ho Chi Minh National University), Hospitality (Duy Tan University) and Performing Arts (Van Lang University).
17 Vietnamese universities are ranked in QS World Rankings, including schools in the world's top 200 such as Duy Tan University, Hanoi National University, Ho Chi Minh City National University, Ton Duc Thang University, and Nguyen Tat Thanh University.
The Ministry of Education and Training considers improving the quality of higher education to be a top priority, with the motto “real learning, real exams, real quality”. Participation in international rankings is necessary but completely voluntary; information provided for rankings must be accurate, complete, timely and consistent with quality assessment results.
Mr. Huynh Cong Chuong believes that sustainably improving the quality and ranking of Vietnamese universities on international rankings will become a reality in the near future as proposed in Resolution 71.
Regarding key education, in 2025, Vietnam will have 7 student delegations participating in regional and international Olympics with 37/37 contestants winning medals, including 13 gold medals, 16 silver medals and 8 bronze medals.
All teams are in the top 10 countries in terms of the number of Gold medals; every participating team won a Gold medal. Compared to 2024 (12 Gold medals, 15 Silver medals, 10 Bronze medals and 1 Certificate of Merit), the 2025 achievement increased by 1 Gold medal.
PISA (Parallel International Student Assessment) and large-scale assessment results , the Department of Quality Management is the focal point for advising and presiding over the organization for students nationwide to participate in many large-scale assessment programs conducted by prestigious international organizations such as OECD, SEAMEO, in accordance with the integration commitment of the Government and the Ministry of Education and Training. The results achieved in these programs are all at a fairly high level, contributing to affirming the quality of education in Vietnam.
The PISA 2022 results are a typical example. This is considered one of Vietnam's bright spots in the eyes of the international community, demonstrating outstanding educational efficiency compared to investment resources.
Besides PISA, at the primary level, Vietnam participated in SEA-PLM for the first time in 2019 and excelled in all three areas of reading, writing and mathematics among the 6 participating ASEAN countries.
In 2024, Vietnam will continue to participate and preliminary results show that it will maintain its leading position in all three fields. Official results will be announced in the near future.
At the same time, Vietnam is also implementing a large-scale assessment program for students in grades 5, 9, and 11 on teaching and learning (TALIS) organized by OECD.
The results of the large-scale assessment show that Vietnam is making rapid progress towards fulfilling its commitment to Sustainable Development Goal 4 – SDG4: “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”, while contributing important data to national and international student assessment programs.
