General Secretary To Lam has just signed and issued Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. This Resolution is considered an important driving force for Vietnam to achieve sustainable development in the context of a rapidly changing world. With the goal of creating breakthroughs, the Resolution also provides revolutionary viewpoints, tasks and solutions, opening up opportunities for sustainable development for the country.
The issuance of Resolution No. 57-NQ/TW by the Politburo is a clear demonstration of the strategic vision and political determination of our Party in developing science, technology, innovation, creativity and national digital transformation. The Resolution aims to achieve by 2030 the potential and level of science, technology and innovation to reach advanced levels in many important areas, among the leading groups among upper-middle-income countries; some areas of science and technology will reach international standards.
By 2045, Vietnam's digital economy will account for at least 50% of GDP; it will be one of the digital technology industry centers of the region and the world; and it will be among the top 30 countries in the world in innovation and digital transformation. Science, technology, innovation and digital transformation will develop steadily, contributing to making Vietnam a developed country with high income.
In the era of Industry 4.0 and global integration, science and technology, innovation and digital transformation are vital factors that help countries maintain and enhance their competitiveness. As a developing country, Vietnam cannot stand outside that trend if it wants to catch up with advanced countries.
Resolution 57 affirms the importance of promoting digital transformation, especially in important sectors and fields such as industry, agriculture, healthcare, education, etc. This is not only an urgent requirement, but also one of the strategic solutions to help Vietnam rise strongly in the new era.
One of the highlights of Resolution 57 is the basic viewpoints clearly stated, which is the combination of science and technology development with enhancing creativity and innovation in all fields. In addition, the Resolution proposes solutions to improve the quality of human resources in all fields through training and attracting talents. In particular, promoting international cooperation in scientific research and technology transfer is also considered a key solution to enhance national competitiveness.
From here, a revolution in management thinking is created, when digital technology is applied to administrative management and the work of state agencies. This will create a transparent, efficient environment and facilitate businesses and people.
Recognizing the role of innovation in creating competitiveness for key economic sectors, the Resolution affirmed that only by applying advanced scientific and technological achievements and promoting creativity in new fields can Vietnam overcome challenges in the current context. One of the important factors for sustainable development is changing thinking and management methods.
Vietnam needs to transform itself from an economy that relies mainly on natural resources and cheap labor to a knowledge-based economy, based on science, technology and innovation. State agencies need to maximize digital technology in administrative reform, ensuring a favorable and smooth investment and business environment, creating trust for businesses and people.

Digital transformation cannot develop without capable and creative human resources. Therefore, Resolution No. 57 also pays special attention to improving the quality of education and training. This not only helps to enhance the capacity of the workforce, but also creates a strong enough talent pool to meet the requirements of digital transformation and science and technology development in the future.
Investment in education and specialized training in the fields of information technology, Artificial Intelligence (AI) and other advanced science and technology fields is an urgent requirement for Vietnam to build a creative and self-reliant workforce in developing and applying modern technologies.
Resolution 57 also mentions the building of an innovation ecosystem where new initiatives and ideas can be encouraged and developed. Promoting international cooperation in scientific research, technology transfer and attracting investment resources from outside will help Vietnam not only develop domestic science and technology but also enhance its position in the global scientific community.
This is considered a strategy to help Vietnam overcome the constraints in economic development, creating a solid foundation for sustainable development. It can be said that breakthroughs in science and technology, innovation and digital transformation will be important factors to help Vietnam develop sustainably, protect the environment as well as ensure social security and improve people's lives.
When science and technology and digital transformation are widely applied in all fields from production to management, Vietnam's economy will not only depend on resources but will become a creative, self-reliant economy with the ability to strongly integrate into the global economy.
This resolution not only meets the urgent need for rapid and sustainable development but also opens up opportunities for Vietnam to compete on par with advanced countries in the world. It can be said that this is not only an important legal document but also the key to the country's sustainable development in the digital age.
Resolution No. 57-NQ/TW has 7 groups of tasks and solutions:1. Raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum and new spirit in the whole society in developing science, technology, innovation and national digital transformation. 2. Urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in developing science, technology, innovation, and digital transformation. 3. Increase investment and improve infrastructure for science, technology, innovation and national digital transformation. 4. Develop and utilize high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation. 5. Promote digital transformation, application of science, technology, and innovation in the operations of agencies in the political system; improve the effectiveness of national governance, the effectiveness of state management in all fields, and ensure national defense and security. 6. Strongly promote science, technology, innovation and digital transformation activities in enterprises. 7. Strengthen international cooperation in science, technology development, innovation and digital transformation. |
