Resolution No. 66-NQ/TW: A strategic breakthrough in law making and enforcement

On April 30, 2025, the Politburo issued Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era. This is one of the "Four Pillars" of breakthrough nature, an objective requirement of the innovation process, aiming to create a breakthrough in improving the quality and effectiveness of law-making and enforcement to meet the development requirements in the new era of national prosperity.

The core contents of Resolution 66-NQ/TW of the Politburo include guiding viewpoints, goals, tasks, and solutions. In particular, the Resolution clearly states that in order to meet the requirements of national development in the new era, the work of building and enforcing laws must thoroughly grasp the five guiding viewpoints.

Specifically, it includes ensuring the Party's comprehensive and direct leadership in law-making, strengthening the Party's leadership in law enforcement; identifying law-making and law enforcement as "the breakthrough of breakthroughs" in perfecting the country's development institutions; law-making must closely follow reality; improving the effectiveness of law enforcement; clearly identifying investment in policy and law-making as investment for development.

The Resolution sets out medium- and long-term goals for law-making and enforcement. Accordingly, by 2025, "bottlenecks" from legal regulations will be basically removed. By 2027, a synchronous legal basis will be ensured for the operation of the state apparatus according to the 3-level government model. By 2028, the legal system on investment and business will be completed, bringing Vietnam's investment environment into the top three countries in ASEAN.

The Resolution sets the goal that by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system with a strict and consistent implementation mechanism, paving the way for development creation, mobilizing all people and businesses to participate in socio -economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income.

By 2045, Vietnam will become a developed, high-income country with a high-quality, modern legal system, approaching advanced international standards and practices and suitable to the country's reality, implemented strictly and consistently; respect for the Constitution and the law will become the standard of conduct for all subjects in society.

Speaking at the workshop "Resolution 66-NQ/TW: Creating a breakthrough in thinking about building and enforcing laws", Dr. Nguyen Thanh Tu, Deputy Minister of Justice, member of the Central Steering Committee on perfecting institutions and laws, said that, as General Secretary To Lam said, Resolution 66-NQ/TW is "a call for a profound institutional reform, aiming to build a modern, substantive legal system, serving the people, while creating a sustainable driving force for the cause of building a prosperous, democratic, fair and civilized Vietnam in the 21st century".

Resolution 66-NQ/TW was issued in succession from Resolution No. 48-NQ/TW in 2005 of the Politburo on the Strategy for building and perfecting the Vietnamese legal system until 2010, with a vision to 2020. Inheriting Resolution No. 27-NQ/TW in 2022 on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period... Thus, it can be seen that Resolution 66 was issued with the nature of inheritance and development in the new period of the country.

The Deputy Minister of Justice also said that in addition to the 5 guiding viewpoints, Resolution 66-NQ/TW also sets out 7 tasks and solutions for implementation. Law is not simply a means of management, but now law must be a guiding force to serve the country's creativity and development in the new situation.

The Deputy Minister of Justice also cited that the National Assembly has issued two resolutions to implement Resolution 66-NQ/TW, namely Resolution No. 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law making and enforcement. This resolution has allowed for the allocation of expenditures in law making, creating convenience and flexibility for law making.

Next is Resolution No. 206/2025/QH15 on special mechanisms to handle difficulties and obstacles caused by legal regulations. Accordingly, this Resolution has allowed the Government to issue a Resolution that can deviate from the law for implementation. This demonstrates flexibility to solve short-term problems...

With a huge, difficult and massive amount of work, it is necessary to have the cooperation and coordination of ministries, branches from the central to local levels, relevant functional agencies and press agencies to communicate policies, communicate laws, and bring the Resolution into life...
