The project belongs to the National Special Science and Technology Program for the period 2021-2025, headed by Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army. Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, is the Chairman of the Acceptance Council.

At the conference, the Project Management Board presented a summary report on the implementation process and research results. Members of the Scientific Council assessed that the project had comprehensively researched and clarified the theoretical and practical basis for researching, applying and creatively developing Ho Chi Minh's thought in building the People's Army, the all-people national defense and the all-people national defense posture in the renovation period; comprehensively assessed the current status of researching and applying Ho Chi Minh's thought from 1986 to present, clearly pointing out achievements, limitations and causes. From there, 5 lessons were drawn, 3 issues were raised; 5 major solutions were proposed to continue effective implementation in the coming time; specific scientific recommendations were made to the Party Central Committee, the Politburo, the Secretariat; the National Assembly, the Government; the Central Military Commission and the Ministry of National Defense.

In his concluding remarks, Professor, Dr. Nguyen Xuan Thang highly appreciated the quality of the topic, stating that this is a meticulous and serious scientific work, demonstrating political responsibility and collective intelligence. The Chairman of the Council emphasized that the topic has directly contributed to important decisions related to national defense in the new conditions; well combined practical summary and theoretical research; mobilized a large and prestigious force of experts; ensured objectivity, accuracy and high reliability.
