People with revolutionary contributions will receive increased subsidies from July 1, 2024.

Accordingly, the standard level of preferential allowance for people with revolutionary contributions is 2,055,000 VND.

According to the Ministry of Home Affairs , implementing the salary reform plan, from July 1, 2024, the average salary of cadres, civil servants and public employees is expected to be increase about 30% (including basic salary and allowances). From 2025, this salary will continue to be adjusted to increase by an average of about 7% annually.

Along with adjusting the salaries of cadres, civil servants and public employees, from July 1, 2024, preferential allowances for people with revolutionary contributions will also increase.

However, the Government will issue a document amending, supplementing or replacing Decree No. 75/2021/ND-CP on subsidy levels, allowances and preferential regimes for people with meritorious services to the revolution.

On March 5, 2024, the Ministry of Labor, War Invalids and Social Affairs issued Consolidated Document No. 834/VNHN-BLDTBXH Decree regulating the levels of benefits, allowances and preferential regimes for people with revolutionary contributions.

Accordingly, the standard level of preferential allowance for people with revolutionary contributions is 2,055,000 VND.

The Decree also stipulates preferential regimes for people with revolutionary contributions on home health rehabilitation with a cost equal to 0.9 times the standard level/person/time and paid directly to the subject; centralized health rehabilitation with a cost equal to 1.8 times the standard level/person/time.

Support for travel and food expenses for relatives of martyrs (maximum 3 people) or martyr worshippers once a year when visiting martyrs' graves. The level of support for travel and food expenses is calculated based on the distance from the place of residence to the martyrs' graves, which is 3,000 VND/1 km/1 person...

And other preferential regimes such as: funeral allowance with payment levels according to the provisions of social insurance law on funeral allowance; martyr worship allowance of 1,400,000 VND/1 martyr/1 year.

War invalids, sick soldiers, people enjoying the same policies as war invalids, and war invalids of type B with a body injury rate of 81% or more are given extra food allowance on holidays and Tet of 200,000 VND/person/day.

The number of days allowed for extra meals are holidays and Tet according to the provisions of the Labor Code, July 27 and December 22 every year.

People with revolutionary contributions who are being cared for at nursing facilities of the Department of Labor, War Invalids and Social Affairs are supported with medicine, treatment and health recovery as follows:

Support for medicine, treatment and health rehabilitation to create a nursing facility, maximum level of 8,500,000 VND/person/year; support for treatment at medical facilities to pay for treatment costs, medicine, chemicals, medical supplies, technical services and other related costs not covered by the health insurance fund, will be paid according to actual invoices and documents.

Support for the care of meritorious people at care facilities managed by the Department of Labor, War Invalids and Social Affairs to cover expenses for electricity, water for daily life or to buy gasoline to run generators, water filtration, environmental sanitation, electricity and water repairs, hiring workers, services, office supplies, communications and other expenses.

Maximum support level for nursing care is 8,000,000 VND/subject/year.

Support nursing care and reception for meritorious people at nursing and reception facilities managed by the Department of Labor, War Invalids and Social Affairs to ensure that prescribed expenses are paid according to the actual number of people receiving nursing care and reception.

Maximum support level is 500,000 VND/person/reception and nursing visit.

In cases where localities do not have nursing facilities, the Department of Labor, War Invalids and Social Affairs is allowed to use this fund to rent qualified accommodation facilities (according to the standards of 3-star hotels or higher) to provide centralized nursing care.
