Proposal to increase benefits for retired military personnel.

A draft circular stipulating adjustments to monthly allowances for retired, discharged, or resigned military personnel and cryptography workers is currently being reviewed by the Ministry of National Defense for public comment.

The regulations in this circular will apply to retired or discharged military personnel who are receiving monthly allowances under the regime for military personnel who participated in the resistance war against the US and had less than 20 years of service in the army; and military personnel and cryptography workers who receive salaries like military personnel and are retired, discharged, or resigned and are receiving allowances under the policy for those who participated in the war to defend the Fatherland, performed international duties in Cambodia, and assisted Laos after April 30, 1975.

The Ministry of Defence wishes to increase the allowance from July 2024, calculated using the formula: June 2024 allowance multiplied by 1.15. The specific allowance amounts are as follows:

The funding for adjusting monthly allowances is covered by the State budget. The Ministry of Finance ensures funding as requested by the Ministry of Labour, Invalids and Social Affairs to authorize the Departments of Labour, Invalids and Social Affairs in provinces and cities to make the payments.

Previously, the National Assembly agreed to increase the basic salary for officials, civil servants, and public employees by 30% from 1.8 million to 2.34 million VND per month, effective July 1st; and to increase current pensions and social insurance benefits by 15%.

For those receiving pensions before 1995, after adjustment, if their pension is less than 3.2 million VND/month, it will be increased by 300,000 VND/month. Those with pensions between 3.2 and less than 3.5 million VND/month will have their pension adjusted to 3.5 million VND/month.

The preferential allowance for meritorious individuals has increased by 35.7%, from VND 2.055 million to VND 2.789 million per month. The Ministry of Interior explained that this adjustment is similar to that of 2023, when the preferential allowance for meritorious individuals was 5.7% higher than the increase in the basic salary.

For the military, from July 1st, those holding the rank of General will receive the highest salary of 24.3 million VND, 5.6 million VND higher than their current salary. Major Generals, Lieutenant Generals, and Generals will receive new salaries of 21.1 million, 21.5 million, and 22.9 million VND respectively. Defense workers of grade 1, type C, will receive the lowest salary, at 6.3 million VND.

In addition to their monthly salary, officers in the People's Army also receive a seniority allowance (calculated based on their current salary and length of service) plus a public service allowance and a leadership allowance. The military allowance is calculated by multiplying the allowance coefficient by 2.34, instead of 1.8 as before July 1st.
