In the face of the complicated developments of storm No. 10, on the morning of September 29, Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, inspected the work of preventing, combating and responding to storm No. 10 at some key flood and storm prevention points of the province. Accompanying the delegation were leaders of some relevant departments, branches, units and localities.

The Standing Deputy Secretary of the Provincial Party Committee and the delegation inspected the Day right dike and Chanh River dyke (in Tay Hoa Lu ward). Chanh River dyke is an irrigation project built in 1957. After many renovations and repairs, leaks still appear through the culvert, which can cause breakage and directly affect the safety of the downstream area including wards in Hoa Lu city (old).

Along with the proposal to build a new Chanh River dyke, the representative of the Civil Defense Command of Tay Hoa Lu ward reported a plan to overcome the situation when an incident occurs at a larger scale than expected, requiring the mobilization of materials, means, and human resources according to the "4 on-site" plan. Along with Chanh River dyke, Hoa Lu ward has also developed a plan to inspect, monitor, and protect a number of key dikes such as Day right dike, Hoang Long right river dike, Truong Yen dike, etc. in the area.

The provincial inspection team also inspected the Au Le project, the right-hand dike of Hoang Long river and Lac Khoi spillway. In particular, Lac Khoi spillway is a key flood and storm prevention project of the province located on the right-hand dike of Hoang Long (Gia Phong commune), built and upgraded in 2009. Lac Khoi spillway has a reinforced concrete spillway with an elevation of +4m, designed to divert floodwaters to the right-hand area of ​​Hoang Long river when the flood level of Hoang Long river at De wharf reaches over +5.30m to ensure safety for the left-hand dikes of Hoang Long, right-hand dikes of Hoang Long, Dam Cut, Truong Yen, Nam Can, etc.

Along with monitoring the water level of Hoang Long River (at Au Le and Lac Khoi spillway), the Right Bank Irrigation Cluster (Gia Vien Branch) has organized the assignment of duty and operation of Loi Son Pumping Station, Gia Lac Pumping Station and Gia Minh... according to the requirements of flood and storm prevention and control.

Through on-site inspection and understanding of the situation at irrigation works, Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, highly appreciated the proactive spirit of implementing flood response plans after storm No. 10 of the wards, communes and related units. He requested the Civil Defense Command of communes and wards to proactively inspect and review flood and storm prevention works, complete plans on natural disaster prevention, search and rescue of localities and units; fully prepare human resources, materials and means according to the "4 on-site" motto, proactively ready to respond at key points.

Standing Deputy Secretary of the Provincial Party Committee Dinh Thi Lua requested irrigation units to monitor the water level changes at the dykes, increase human resources and equipment to pump water to prevent flooding, and pay attention to the very high risk of flooding in low-lying areas, riverside areas, urban areas, industrial parks, and key tourist areas such as the Hoa Lu Ancient Capital National Special Relic Site, Trang An Eco-tourism Area, Bai Dinh...
