Pham Van Dong Street is completing the final items to put into operation.

Construction efforts

From the surplus capital of the Project (DA) to Improve the Water Environment of Hue City, the investor has been implementing 6 construction packages in the city. In which, the project to improve the sidewalks, water supply and drainage system of Pham Van Dong Street with a total investment of 152 billion VND is considered a key project, the eastern traffic artery of Hue city.

According to the design, Pham Van Dong Street is upgraded and expanded to 36m; of which, the road surface is 26m wide, invested in high-grade asphalt concrete road. The design load of the road surface meets the standards suitable for 4 lanes of motor vehicles and 2 lanes of rudimentary vehicles. The project is invested with the goal of enhancing the connection between the center of Hue City and neighboring areas, especially towards Thuan An beach, creating conditions for inter-regional economic development; beautifying the urban landscape, creating highlights and increasing real estate value, attracting investment and promoting business activities. After a period of construction, up to now, Pham Van Dong Street has basically completed the workload. At some sections, the construction unit is carrying out the second layer of asphalt paving, completing sidewalks, ramps, planting trees and completing the lighting system.

According to the Project Management Board (PMU) of Construction Investment Area 1 (the investor), the contractors have completed the first layer of asphalt (7cm) on 100% of the entire road surface, and the second layer of asphalt (6cm) on about 40% of the road surface. The remaining sections from the intersection of Cao Xuan Duc Street to Tung Thien Vuong Street will be completed in the coming days. The completion of sidewalks, lighting and trees on the median strip are also being actively deployed by the units to complete the entire project.

Phong Dien - Dien Loc rescue road has been completed.

Similarly, after a long period of construction, the Phong Dien - Dien Loc rescue road project, more than 16km long with a total investment of over 754 billion VND, is entering the final stages of completion.

According to the Hue City Traffic Construction Investment Project Management Board - the investor of the Phong Dien - Dien Loc rescue road project, construction units are focusing on completing the work, painting lines at arising locations and cleaning to put the project into use before September 30, 2025, with the total value of the implemented packages being about 600/625.419 billion VND, reaching 96% of the volume.

Put into operation

Mr. Nguyen Thanh Tuan Anh, Deputy Director of the Investment and Construction Project Management Board of Area 1, said that according to the progress of the signed contract, the Pham Van Dong road project will be completed in early September 2025. However, there are some arising items that need to be handled, especially the downstream drainage system in front of the People's Committee of My Thuong Ward. The construction units will need more time to completely handle this section before completing the project. Up to now, the construction units have completed the installation and completion of the D1,000 drainage pipe section connecting to Pho Loi River, contributing to completely solving local flooding in this area.

Mr. Nguyen Thanh Tuan Anh also said that, overcoming the difficulty in funding, the items of the Water Environment Improvement Project package have been supplemented with 200 billion VND from the local budget by the City People's Committee, of which 50 billion VND is for Pham Van Dong Street to complete the items of the package. Up to now, about 135 billion VND has been disbursed, reaching 60% of the plan. From now until the end of the year, the remaining funding will be disbursed.

Mr. Nguyen Van Cuong, Deputy Director of the City Traffic Construction Investment Project Management Board, said that the capital allocated for the Phong Dien - Dien Loc rescue road project up to now is 666 billion VND (in 2025, 58 billion VND of local capital will be allocated). The total disbursed capital to date is 632,642 billion VND, of which 24,642 billion VND in 2025, reaching about 42.49%. The project has been completed, ensuring the initial investment goal of completing the traffic infrastructure of the Tam Giang - Cau Hai lagoon area, serving rescue work when natural disasters occur, while promoting socio-economic development in coastal areas.

In particular, this is also a key traffic route connecting the future Phong Dien port to National Highway 1A. The People's Committee of Hue City has proposed that the Government allocate capital to upgrade and connect this route to the old Provincial Road 71 (connecting A Luoi region with the old Phong Dien) to support Laos in increasing the capacity of goods circulation, promoting cooperation between Vietnam and Laos. At the same time, improve the efficiency of existing industrial parks and border economic zones in the city, develop trade, service and tourism activities between the two countries in conjunction with strengthening national defense and security.
