Pham Van Dong Street is completing the final stages of construction before being put into operation.

Construction efforts

Using surplus funds from the Hue City Water Environment Improvement Project, the investor has been implementing six construction packages in the city. Among these, the project to upgrade sidewalks and the water supply and drainage system on Pham Van Dong Street, with a total investment of 152 billion VND, is considered a key project and a vital transportation artery in the eastern part of Hue city.

According to the design, Pham Van Dong road will be upgraded and widened to 36m; of which, the road surface will be 26m wide, with high-grade asphalt concrete paving. The design load of the road surface meets the standards suitable for 4 lanes of motorized vehicles and 2 lanes of non-motorized vehicles. The project aims to strengthen connectivity between the center of Hue City and surrounding areas, especially towards Thuan An beach, creating conditions for inter-regional economic development; beautifying the urban landscape, creating a focal point and increasing real estate value, attracting investment and promoting business activities. After a period of construction, Pham Van Dong road has now basically completed all the work. In some sections, the construction unit is currently laying the second layer of asphalt, completing sidewalks, ramps, planting trees and completing the lighting system.

According to the Project Management Board for Investment and Construction Area 1 (the investor), the contractors have completed the first layer of asphalt paving (7cm) on 100% of the entire road surface, and the second layer (6cm) on approximately 40% of the road surface. The remaining sections from the Cao Xuan Duc intersection to Tung Thien Vuong road will be completed in the coming days. The completion of sidewalks, lighting, and greenery on the median strip is also being actively implemented by the contractors to complete the entire project.

The Phong Dien - Dien Loc rescue and relief road has been completed.

Similarly, after a long period of construction, the Phong Dien - Dien Loc rescue and relief road project, over 16km long with a total investment of over 754 billion VND, is entering the final stages of completion.

According to the Hue City Investment and Construction Project Management Board - the investor of the Phong Dien - Dien Loc rescue and relief road project, the construction units are focusing on completing the work, painting road markings at newly arising locations, and cleaning up to put the project into use before September 30, 2025. The total value of the completed packages is approximately 600/625.419 billion VND, reaching 96% of the total volume.

Put into operation

Mr. Nguyen Thanh Tuan Anh, Deputy Director of the Investment and Construction Project Management Board Area 1, said that according to the signed contract, the Pham Van Dong road project will be completed in early September 2025. However, some items have arisen that need to be addressed, especially the downstream drainage system in front of the My Thuong Ward People's Committee. The construction units need more time to completely resolve this section before the project is finished. To date, the construction units have completed the installation and leveling of the D1,000 drainage pipe section connecting to the Pho Loi River, contributing to resolving localized flooding in this area.

Mr. Nguyen Thanh Tuan Anh also stated that, overcoming difficulties in funding, the City People's Committee has supplemented the project's components with 200 billion VND from the local budget, including 50 billion VND for Pham Van Dong road, to complete the project's components. To date, approximately 135 billion VND has been disbursed, reaching 60% of the plan. The remaining funds will be disbursed by the end of the year.

Mr. Nguyen Van Cuong, Deputy Director of the City's Investment and Construction Project Management Board for Transportation Works, stated that the capital allocated for the Phong Dien - Dien Loc rescue and relief road project currently stands at 666 billion VND (with 58 billion VND allocated from local funds in 2025). The total disbursed capital to date is 632.642 billion VND, of which 24.642 billion VND is for 2025, reaching approximately 42.49%. The project has been completed, ensuring the initial investment objective of completing the transportation infrastructure in the Tam Giang - Cau Hai lagoon area, serving rescue and relief efforts during natural disasters, and simultaneously promoting socio-economic development in the coastal region.

In particular, this is also a key transportation route connecting the future Phong Dien port to National Highway 1A. The People's Committee of Hue City has proposed that the Government allocate funds to upgrade and connect this road to the old Provincial Road 71 (connecting the A Luoi region with the old Phong Dien) to support Laos in increasing its goods transportation capacity and promoting cooperation between Vietnam and Laos. At the same time, it aims to improve the efficiency of existing industrial parks and border economic zones in the city, develop trade, services, and tourism between the two countries, while strengthening defense and security.
