According to the Ministry of Public Security , cases requiring the change of vehicle registration certificates and license plates are specified in Article 18 of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates and license plates of motor vehicles and specialized motorbikes.
After merging provinces and cities across the country, if there is no need, people are not required to change their registration certificates and license plates to the new address.
According to the Ministry of Public Security's guidance for local police on vehicle registration, all commune-level police and Traffic Police Departments carry out vehicle registration for automobiles, specialized motorbikes, and motorcycles of domestic organizations and individuals with headquarters and residence in provinces and centrally-run cities.
People or organizations that need to register cars, motorbikes, and specialized motorbikes can choose to register their vehicles at the Traffic Police Department or any commune-level police station in the province or city where they reside.
Vehicles with confiscated origin must be registered at the Traffic Police Department. Particularly for communes with a part of the administrative boundary being separated or merged with many new commune-level administrative units, while waiting for the completion of population data, vehicle registration for organizations and individuals in that commune will be carried out by the Traffic Police Department.
For vehicles that win the license plate auction, in addition to being registered in the province or city where they reside or have their headquarters, individuals and organizations must also register at the Traffic Police Department that manages the license plate of the auctioned vehicle.
The Traffic Police Department said that the license plate symbols of new provinces and cities include the license plate symbols of merged localities.

The license plate number of the Traffic Police Department is 80.
“License plates with local symbols that retain their names after the merger will be issued first (for example: Hung Yen province: 89, Ninh Binh province: 35, Dong Thap province 66), An Giang province will issue the symbol 68. After all these license plate symbols are issued, the remaining symbols will be issued from low to high,” said a representative of the Traffic Police Department./.
