Concerns

According to the draft plan for rearranging commune-level administrative units in Tien Phuoc district for the period 2023-2025, the locality will merge the entire natural area and population of Tien Cam commune and Tien Son commune to form Tien Son Cam commune.

According to the Tien Phuoc District People's Committee, the reason for choosing the name Tien Son Cam is that the two communes, Tien Son and Tien Cam, share similar historical, traditional, and cultural elements.

The name Tien Son Cam is consistent with the names of the communes in Tien Phuoc district, which use the word "Tien" at the beginning of the name; it does not duplicate the names of other communes and towns. At the same time, it ensures that a part of the names of the two communes are retained after the merger; harmonizing the sentiments and feelings of the people of the two localities.

The merger of the two aforementioned communes resolves the issue of administrative reorganization for Tien Son commune in the 2026-2030 period. The natural area of the new administrative unit is 40.11 km2 (reaching 80.22% of the standard) and the population size is 7,383 people (reaching 147.66% of the standard). The current Tien Cam commune headquarters has been chosen as the headquarters of the new administrative unit.

While agreeing with the plan to merge Tien Cam and Tien Son communes, the people of Tien Son commune still have concerns about choosing a name and location for the new administrative unit's headquarters according to the plan developed by the District People's Committee.

According to information gathered from Tien Son commune and submitted to the Standing Committee of the District Party Committee and the Steering Committee for the reorganization of administrative units in Tien Phuoc district, some officials, Party members, and the people have not yet agreed on the chosen location for the new commune administrative unit headquarters.

If Tien Cam is chosen as the administrative unit's headquarters, the southernmost point of Tien Son is Hamlet 4 and Hamlet 6, 13km from the commune center; the southernmost point of Tien Cam is Cam Pho and Cam Dong Hamlet, 4km away.

If Tien Son is chosen as the administrative unit, the furthest point of Tien Son commune would be hamlets 4 and 6, and the distance to the commune center would be 7 km; similarly, the furthest point of Tien Cam commune would be hamlets Cam Pho and Cam Lanh, and the distance to the commune center would also be 7 km. Therefore, choosing Tien Son commune as the administrative center would be more scientifically sound , ensuring greater mobility in management and problem-solving.

Mr. Dang Tan Minh, former Secretary of the Party Committee of Tien Son commune, believes that merging communes is very reasonable, aiming to streamline the administrative apparatus and improve the effectiveness and efficiency of operations. However, the selection of the location for the administrative center and the name of the merged commune needs to be subject to broad consultation to make an appropriate decision.

"The proposed name for the new commune is also quite unusual, just to avoid causing offense. In my opinion, we should keep the name Tien Son because it is associated with many events and the rich history, geography, and spiritual culture of the revolutionary land of Son - Cam - Ha. From the resistance war to the present day, Tien Son has always been a leading commune in all revolutionary movements," Mr. Minh said.

Proposal to retain the name Tien Son commune.

On April 19th, the Vietnam Fatherland Front Committee of Tien Phuoc district organized a conference to review the draft plan for rearranging commune-level administrative units in the district for the period 2023-2025.

Sharing the conference results, Mr. Nguyen Chinh - Chairman of the Vietnam Fatherland Front Committee of Tien Phuoc district - said that because it does not meet the standards regarding natural area and population size, Tien Cam commune is subject to restructuring in the 2023-2025 period.

Meanwhile, Tien Son commune is an adjacent commune that has been reorganized. The location for the new commune's administrative headquarters was discussed and agreed upon by the District Party Committee Standing Committee, choosing the current Tien Cam commune headquarters because it is in a favorable position for development, and its infrastructure was only built two years ago. In contrast, the Tien Son commune headquarters has been in existence for about 20 years.

Initially, the plan is to select the Tien Cam commune headquarters as the location for the new commune's office. In the long term, the district will plan the construction of the new commune's administrative headquarters, ensuring it is centrally located and convenient for residents of the villages to access and handle administrative procedures.

At the review meeting for the draft proposal, delegates, including officials from both communes, agreed that the proposed name for the new commune was inappropriate. Based on this feedback, the meeting unanimously agreed to propose the new commune name as Tien Son.

Some believe that the name Tien Son commune appeared 76 years ago, while the name Tien Cam commune appeared later, 43 years ago. Tien Son commune has a profound historical significance for the patriotic and revolutionary movements of Quang Nam , and some nationwide patriotic movements also originated from here.

Using the name Tien Son commune to name the new administrative unit is consistent with the regulation "encouraging the use of one of the existing names of the administrative units before the merger to name the administrative unit formed after the reorganization" in Resolution No. 35 of the Standing Committee of the National Assembly .

Furthermore, after the merger, fewer people will need to change their personal documents (because Tien Cam commune has a smaller population). "After discussions, there was a consensus to propose naming the new commune Tien Son and locating its headquarters in Tien Cam commune," Mr. Nguyen Chinh said.

According to Mr. Phan Van Duong, Deputy Secretary of the District Party Committee and Head of the Steering Committee for the reorganization of administrative units in Tien Phuoc district, with the view of merging for development, locating the administrative headquarters in Tien Cam is more convenient in terms of transportation and economic and cultural exchange between regions.

As for historical traditions, the two communes are quite similar… All work done so far is in the preparatory stage of the project, and we must wait for feedback from voters before making a final decision.
