Therefore, the entire Vietnamese nation, from the mountains to the lowlands, from the borders to the islands, and our compatriots abroad, cannot remain indifferent. The revolution in reforming the organizational structure of the country's political system has been and is receiving immense attention from the people and international public opinion. There may be differing opinions here and there, but no one can deny the widespread consensus of the people.
Thanks to the people's consensus, we achieved the earth-shattering success of the August Revolution, establishing the former worker-peasant alliance state. Thanks to this consensus, we overthrew French colonialism and drove out the American puppet regime, unifying the country. And now, the consensus between the Party's will and the people's aspirations is the basis, the solid spiritual foundation, for our Party and State to resolutely and successfully implement the goals and requirements set forth in the revolution to streamline and improve the efficiency and effectiveness of the state administrative apparatus.
On April 12, 2025, the Central Committee of the Communist Party of Vietnam issued Resolution No. 60-NQ/TW, which agreed on the plan to merge provincial-level administrative units, abolish district-level units, merge commune-level units, and build a two-tiered local government model. The Politburo and the Secretariat have made important conclusions on the reorganization of the administrative apparatus and units.
On June 12, 2025, the National Assembly passed a Resolution from 63 provinces and centrally-administered cities, reorganizing them into 34 provincial-level administrative units – the largest provincial-level administrative area in modern history, reflecting a determination to fundamentally, strongly, and strategically reform the state apparatus. The Standing Committee of the National Assembly also passed 34 Resolutions on the reorganization of commune-level administrative units in 2025. With these Resolutions, the total number of commune-level administrative units nationwide decreased from 10,035 to 3,321 units, including 2,621 communes, 687 wards, and 13 special zones.
June 30th was a national celebration as the central and local authorities simultaneously announced resolutions and decisions on the merger of provincial and commune-level administrative units, the establishment of Party organizations, and the appointment of Party committees, People's Councils, People's Committees, and Fatherland Fronts at the provincial, city, commune, ward, and special zone levels. The three provinces of Phu Tho, Vinh Phuc, and Hoa Binh were united. The name Phu Tho, the homeland of Hung Vuong, the birthplace of the nation, is a beloved and meaningful common name. The entire country united in anticipation of these daily and hourly changes, placing absolute trust in the leadership of the Party, guided by Ho Chi Minh Thought.
In an article titled "Lean, Strong, Efficient, Effective, and Effective," the General Secretary of our Party emphasized: "...To achieve strategic goals, it requires not only extraordinary efforts and outstanding endeavors, but also does not allow us to be slow, lax, inaccurate, inconsistent, or lacking in coordination at every step; to do so, it is necessary to urgently carry out a revolution in streamlining the organizational structure of the political system..."
The mark of the Great Revolution marks the beginning of a new autumn. It is a new chapter, a continuation of the autumn of August 1945. This autumn will be a historic one, marking the beginning of a new era – a nation striving for prosperity, well-being, and happiness, transforming dreams and aspirations into reality.
