Regarding the naming of roads and public works: The names of prominent figures, historical personalities from the same period, field of activity, or those with family or kinship ties are prioritized for naming roads at intersections, adjacent roads, parallel roads, or roads within the same area, forming clusters of related roads to ensure systematic naming and historical educational value. In cases where a road is very long or spans multiple wards or communes, it may be divided into sections for naming based on specific conditions.

For prominent figures and historical personalities who may have multiple names, titles, pen names, or pseudonyms during their revolutionary activities, only the most common name should be chosen to name streets or public works. Place names associated with historical events, names of former administrative units, names of historical figures linked to historical events, or place names where historical events took place should be given priority for naming streets or public works in that area...
